- Draft SOW The National Institutes of Health (NIH), Office of Research Services (ORS), within the Office of the Director (OD) has a requirement to provide the NIH with wildlife expertise for the control of the deer population on the Bethesda Campus. The contractor will perform ovariectomies on adult female deer, provide tagging and provide expert advice for humanely controlling the deer population. Additionally, the contractor will provide training of NIH veterinary staff in the performance of ovariectomies in deer. The contractor will ensure that all necessary permits and permissions are secured and that all procedures and activities performed meet all local, state and federal requirements (i.e., compliance with the Maryland Department of Natural Resources). The National Institutes of Health is a 500-acre fully enclosed (~9-ft perimeter fence with access gates) research facility in Bethesda, Maryland. The campus is densely developed with few remaining open spaces suitable as deer habitat. The property is surrounded by high density residential and commercial development. There has never been hunting permitted within the NIH campus, and there are no non-human predators present that are capable of limiting a deer population. Given the favorable conditions, the deer population in NIH has increased to a level that is incompatible with some local land uses. To date, no management action to control the deer population has been implemented. The current deer population is estimated to be 30-40. Based on the feedback from this sources sought, the government will use the market research acquired from this Small Business Sources Sought to determine whether or not to set-aside this requirement for Small Business. Other than Small Businesses may submit statements of capability for Market Research Purposes, but it is not a requirement. It is believed that educational institutions are likely to be the most appropriate types of businesses for award. If a Small Business can offer a training in this area of expertise, they must demonstrate that capability and submit it to the Contracting Officer. The government will then review the statement of capabilities to determine whether or not the Small Business is capable of providing the services identified in the draft SOW. Instructions: Please limit your capability statements in response to the SOW to no more than 7 pages. As part of your capability statement, please identify your status as a small business, your full business name, and your DUNS number. All statements of capability shall be submitted to the Contract Specialist by 3PM on October 2 nd, 2014.
