- This is a combined synopsis and solicitation for commercial items prepared in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-14-Q-3514. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-71. NAICS Code: 33399. Size standard is 500 employees. NUWC Division Newport intends to purchase the following items on a Sole Source Basis: CLIN Quantity 0001: TB Array Shipping Reels, Full. 10/ea. It is expected to place a purchase order with Reel-o-Matic. Reel-o-Matic is the only vendor that can supply these items to ensure compatibility with previously procured reels. This notice of intent is not a request for competitive proposals. A determination by the Government not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offers for other products must contain complete product information and prices. F.O.B. Destination to the Naval Undersea Warfare Center, Division Newport, Newport, RI 02818. It is expected to place a Firm Fixed Price Purchase Order with Reel-o-Matic. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. FAR 52.212-3 Offeror Representations and Certifications-Commercial Items applies. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. The following addenda or additional terms and conditions apply: In accordance with DFAR Clause 252.211-7003 the contractor shall provide a unique item identifier (UID) for all delivered items for which the Governments unit acquisition cost is $5,000.00 or more. Also, vendors must be registered in System for Award Management (SAM). Registration information can be found at https://www.sam.gov. Offers should include price and delivery terms and the following additional information: none required. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies. Offers must be submitted to Commercial Acquisition, Building 1258, Naval Undersea Warfare Center Division Newport, Code 0223, 1176 Howell St., Building 1258, Newport, Rhode Island 02841-1708.
