Description
CLIN Sheet Statement of Work Background The wiring for FMCSA's Nevada Division is insufficient to support modern telecommunication services. The office requires new wiring to support new systems and to support future activities. The objective to this task is to provide new inside wiring for the FMCSA Division Office in Carson, City, Nevada. Description: This is a combined synopsis/solicitation pursuant to Federal Acquisition Regulation (FAR) Subpart 12 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.The U.S. Department of Transportation/Federal Motor Carrier Safety Administration (FMCSA) has a requirement for a new Category 6 cable and installation services in accordance with the attached Statement of Work (SOW). The Offeror shall service the FMCSA Nevada Division Office. This is issued as a Request for Quotation (RFQ). The solicitation number is DTMC75-14-Q-00079 and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-65. The associated NAICS code is 238210. The small business size standard is $14.0M. The place of performance is Nevada. Inspection, acceptance and F.O.B. are in Nevada. Delivery of equipment shall be no later than 30 calendar days after award date. The period of performance shall be one (1) year after award date. The resultant order shall be Firm Fixed Price. Offerors must submit a complete quotation. Quotations shall remain valid for 90 days. One copy shall be submitted as an electronic version in MS Word or Adobe Acrobat. The electronic version shall be submitted by email. The quotation shall contain all content and shall be sized to permit electronic submission. Each quotation submission shall be on 8-1/2 x 11-inch paper, in a commercially standard font. Each page in the quotation shall be separately numbered. Any additional clauses required by public law, executive order, or acquisition regulations in effect at the time of execution of the order will be included. The Government reserves the right to make zero, one, or more awards and will not be liable for any costs incurred in response to this solicitation. The Government will evaluate quotes in accordance with the attached SOW. Quote shall be submitted on a firm fixed price basis. Awards are based on lowest priced technically acceptable. The quote shall demonstrate a reasonable relationship between the services offered and the prices for those services. Firms shall offer to perform all requirements. Specification: See attachment 2 Period of Performance: The Period of Performance (POP) will be date of award through one (1) year. Place of Contract Performance: US DOT/FMCSA 705 North Plaza Street, Suite 204 Carson City, NV 89701 Terms and Conditions: The provision at 52.212-1, Instructions to Offerors-Commercial, 52.212-2 Evaluation-Commercial Items, 52.212-3 Offeror Representations and Certifications-Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items shall apply to this acquisition as set forth in the attached RFQ. The following Federal Acquisition Regulation clauses shall also be applicable to this acquisition: 52.227-14 Rights In Data--General (Dec 2007). Additionally, Department of Transportation clause 1252.223-73 Seat Belt Use Policies and Programs (APR 2005). A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Finally, the Transportation Acquisition Regulation (TAR) clauses 1252.217-74 - Subcontracts; 1252.237-70 - Qualifications of Contractor Employees; 1252.237-73 - Key Personnel; and 1252.239-70 - Security Requirements for unclassified information technology resources is applicable to this solicitation and resulting contract, and is incorporated by reference. QUOTE SUBMISSION OR NO BID: Proposals are due no later than 3:00 p.m. on September 25, 2014. Interested parties shall submit its written quotation electronically not later than the specified response date and time. All quotations shall be addressed to Melinda.Riddick@dot.gov. All offers shall not exceed 5 pages. The Offeroros proposed pricing shall be submitted on the attached Schedule of Supplies Services and Price Cost sheet (Attachment I). In the event that your company declines to submit a quote, please indicate via email to the contract specialist that you will not be submitting a quote and the reason(s) why, within one (1) business day after receipt of this RFQ. The Government reserves the right to make an award without discussions.
