Description

VA245-14-B-0226 - The Department of Veterans Affairs Medical Center, 510 Butler Avenue, Martinsburg, WV 25405 is seeking a construction contractor to furnish all labor, tools, materials, equipment, supplies and supervision necessary to perform work titled RELOCATE DEMENTIA UNIT (613-107) in accordance with the drawings and specifications. Work includes, but is not limited to, construction of a new 12-Bed Building of approx. 14,600 GSF and a new 4800 GSF Connecting Corridor Link in addition to asbestos abatement, general construction, alterations, demolition, masonry, insulation, drywall, metal stud walls, windows, doors, flooring, painting, telecommunications, utility systems, plumbing, mechanical, electrical, roofing and landscaping work. All work will be located at the VA Medical Center, 510 Butler Avenue, Martinsburg, WV 25405. There are several deduct items that will be identified in the statement of the bid, specifications and drawings. Contractors will be required to submit a plan with their schedule of values/progress chart to include: safety precautions, fall protection, infection control, OSHA compliance with construction, directional signage, construction signs, etc. while under construction. Parking for contractors will be designated by the COR. Detailed construction logistics will be addressed in the specifications and at the pre-construction meeting. Contractor shall maintain their own dumpster(s) at an approved location for removal of all waste materials. Strict dust control measures must be adhered to regarding demolition and removal of materials. All construction areas must be kept locked and secured. The Government will NOT pay for any stored materials on or off-site on this project. Contractors must wear VA identification badges while working at the VAMC. ID badge requirements take approx. 40-60 days for final approval. Construction cost range is $5,000,000-$10,000,000. NAICS: 236200, size standard: $33.5 million. The firm must be a General Construction firm with the ability to obtain any and all necessary licenses and/or permits required to perform the work in Berkeley County, WV. There will be ONE (1) pre-bid site visit @ 2pm December 3, 2014. Report to the FMS Conference Room in Building 308B. Contractors will be escorted by the CO/COR. All questions generated from the site visit(s) or from review of specifications and drawings shall be submitted in writing on company letterhead to the contracting officer (email address: shari.kesecker@va.gov) NO LATER THAN December 22, 2014. The base bid completion time is approx. 625 calendar days ARO NTP. Prospective contractors may acquire solicitation documents, which are only available in.pdf electronic format by registering and downloading plans and specifications from FedBizOpps website www.fbo.gov. Solicitation will be issued on or about November 15, 2014. Approximate Bid Opening Date is January 20, 2014 @ 2pm (local time (EST). This is a firm fixed price construction contract. A public bid opening will be made at the VA Medical Center, 510 Butler Avenue, (Contracting Office - Building 306A) Conference Room, Martinsburg, WV 25405. A campus map will be provided with the solicitation. THIS IS A SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE. The procurement is subject to the availability of funds.
