Description
This market survey is issued in accordance with FAA Acquisition Management System (AMS) paragraph 3.2.1.2.1, to obtain information necessary to determine whether adequate competition exists to conduct a full and open competition. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP). The Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. The STARS contract DTFA01-96-D-03008 was competitively awarded on September 16, 1996, and presently ends September 30, 2017. The STARS contract replaces the legacy terminal automation Automated Radar Terminal System (ARTS) and Common Automated Terminal Systems (CARTS) systems at Terminal Radar Approach Control (TRACON) facilities. In April 2012, the FAA issued a Market Survey for purposes of determining whether or not, there was adequate competition to conduct a full and open competition. In September 2012, the FAA decided to extend the ordering period for systems to be ordered and installed under the STARS contract through September 30, 2017. This award was made on a single source basis pursuant to AMS T.3.2.2.4 Single Source Contracting. It is now necessary for the FAA to complete the effort of replacing all legacy terminal automation systems with STARS, as well as to complete the current technical refresh and enhancement of existing STARS systems that is underway. The FAA anticipates a contract that will extend through fiscal year 2021 for completion of the current STARS deployment (replacing legacy ARTS and CARTS systems), to complete the planned STARS technical refresh that is currently underway, and to develop and deploy planned system enhancements. There are also specific restrictive data rights to parts of the STARS software required to complete these efforts. Any vendor will be required to have data use rights or have access to these data rights in order to meet the requirements of this market survey. These required data rights are as follows: (1) AutoTrac software, required to integrate radar and flight plan data and display accurate information to air traffic controllers for the Full Service Level for STARS; (2) TRACVIEW ® software, required to integrate radar and flight plan data and to display accurate information to air traffic controllers for the Emergency Service Level for STARS; and (3) ATCoach ®, a multi-purpose, real-time Air Traffic Control Simulator system that supports the generation of data needed to supply automation systems with surveillance, weather, and flight data for STARS training and test simulation. At this point, the FAA knows of only one company (the incumbent, Raytheon Company) that can meet these requirements. If any vendor believes they have the capability and/or data rights necessary to meet the FAA requirements for completion of the current STARS deployments, technical refresh, and development of planned system enhancements, please submit a Capability Statement that clearly states how they will be able to meet these requirements to the STARS Contracting Officer, Peter DeWald at peter.dewald@faa.gov no later than 2:00 PM, October 7, 2014. Any such response must include details regarding the vendor ™s rights to AutoTrac, TRACVIEW ®, and ATCoach ®.
