Description
The new requirement for additional scope to Contract No. HHSA290201200015I/Task Order HHSA29032006T requires that the contractor provide technical support to the USPSTF by conducting systematic evidence reviews that the Task Force has prioritized and will use to make new or update existing recommendations. The following activities will be performed by the contractor in support of the USPSTF: 1. Topic Refinements on Behavioral Interventions to Promote Stress Management to Prevent CVD, Screening for Atrial Fibrillation to Prevent Strokes, and Screening for Ovarian Cancer. 2. Small Systematic Evidence Review and Dissemination & Implementation on Screening for Multifactorial Dyslipidemia in Children/Adolescents. 3. Topic Refinement, Medium Systematic Evidence Review, and Dissemination & Implementation on Screening for Cervical Cancer. 4. Topic Refinement, Decision Analysis, and Dissemination & Implementation on Decision Analysis Study on Screening for Cervical Cancer. The activities also require travel to two in-person meetings of the USPSTF for presentations of the systematic evidence reviews/decision analysis, deliberation of the evidence, and development of draft recommendations. Systematic evidence reviews to be presented are for Screening for Multifactorial Dyslipidemia in Children/Adolescents, Screening for Cervical Cancer, and Decision Analysis on Screening for Cervical Cancer. The costs of these activities are fixed price at a total price of $1,414,132. The new requirement will be issued directly to Kaiser Permanente Research Affiliates (KPRA) because it is a logical follow-on to an order already issued under the Evidence-based Practice (EPC) IV IDIQ Contract. All awardees were given a fair opportunity to be considered for the original order. Each year, AHRQ commissions 10 to 15 new systematic evidence reviews to support the USPSTF in making recommendations on clinical preventive services. In order to improve efficiency and consistency, these topics are purchased as a package rather than as separate task orders. KPRA was determined to be the highest qualified Evidence-based Practice Center (EPC) to support the USPSTF, and was awarded the FY 2014 task order. The fundamental work of conducting systematic evidence reviews for the USPSTF, and the science of clinical preventive services has not changed from the task order. The change in scope has been requested to best serve the needs of AHRQ and the USPSTF, as a result of the July 2014 USPSTF meeting. It is in the best interest of the government in terms of economy and efficiency for this work to be performed by KPRA.
