Description
THIS IS A SOLE SOURCE NOTICE. This notice is issued by the Intelligence and Security Command (INSCOM), to announce that it intends to issue RFP W911W4-14-T-0068 to procure Polygraph Professional Suite Paragon Upgrade Solutions, DataPAC MMS Instrumentation, Polygraph Silver Solutions, Polygraph Exam Chairs, CM Foot Sensors, LEMO Adaptors, Respiration tubes, EDA Electrodes, Wet-Gel Electrodes, Cardio Tubing and LEMO Connector Kits for the INSCOM Polygraph Program Office. The manufacturer is Limestone Technologies. Different polygraph equipment is available through other vendors; however INSCOM Polygraph Program Office only operates with Limestone Technologies software and equipment. It would be cost prohibitive to reconfigure the entire INSCOM Polygraph Program. Additionally, Limestone Technologies is the only vendor who has authorized credibility assessment hardware and software authorized to be used by INSCOM's Army Intelligence Polygraph Program for conducting examinations. These items are manufactured abroad; however, FAR 25.4 (Trade Agreements) allows a contracting officer to determine that WTO (World Trade Organization) GPA (Government Procurement Agreement) and FTAs (Free Trade Agreements) apply to a particular acquisition. Limestone Technologies, while located in Canada, is an active part of the WTO GPA Electronic procedure will be used for this solicitation. IAW FAR 5.207(c)(15)(i). Interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 3 days of this notice. The NAICS code for these items is 334519. Based upon market research, the Government is using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. Market research was conducted utilizing; GSA Advantage, DoD E-mall, Ability One, and Army Chess were contacted to see if this equipment was available. Limestone Technologies is the only vendor who has authorized credibility assessment hardware and software authorized to be used by INSCOM's Army Intelligence Polygraph Program for conducting examinations. In addition market research was conducted by reviewing the Army mandated CHESS website. Market Research provided that the CHESS contractor community is not capable of providing the requirement through the Army CHESS Program.
