Description
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole source purchase order, and is not a request for competitive proposals. The statutory authority for this sole-source procurement is FAR Part 6.302-1. The Department of Homeland Security, U.S. Customs and Border Protection, Border Enforcement Contracting Division intends to issue a firm fixed price purchase order to Digital Force Technologies (DFT) to provide of three (3) Multi-Function sensor kits to support Special Operations Group. The kits will be used to enhance detection capabilities, such as seismic detection, magnetic detection and passive infrared detection to increase situational awareness in a tactical environment. The North American Industry Classification System (NAICS) code for this buy is 334511. This is a large business. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. It is the Government's belief that only DFT's device can work with CBP's current system. However, firms that believe they can provide the supplies required that fully meet the Government's requirements may submit a capabilities statement in writing to the identified point of contact on or before 9/24/2014. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Due to the secure nature of this procurement, the determination and findings for this approved sole source contract action shall be made available by the contract specialist upon request.
