Description
AutoCAD J&A The 10th Mission Support Group, Directorate of Contracting, United States Air Force Academy (USAFA) Colorado has received a Brand Name justification for the purchase of Autodesk's' AutoCAD software license. This purchase order will be written for a base period of 1 year. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76, dated 25 July 2014. The North American Industry Classification System Code [NAICS] is 511210, Software Publisher, and the size standard is $38,500,000.00. This procurement is for Autodesk's' Building Design Suite Premium 2015 Government Upgrade from previous releases 7 + back (legacy with subscription). Autodesk's' AutoCAD software is the world's premier drafting software and is available for use to both the private and Government sectors. In addition, this procurement is not only for a new license but also for a direct replacement of an existing license to enable the Academy workforce that is both trained and experienced in its software capabilities and technical environment. AutoCAD products are used extensively between the Air Force Academy and Architecture and Engineering firms competing for and ultimately completing work on the Academy. AutoCAD is the industry standard and is used by engineering companies to produce deliverables on design and construction that is based on Tri-Services standards. The prevalence of Colorado A/E design firms utilize AutoCAD software and have been submitting AutoCAD drawings for Academy projects since the late 1980's to include final as-built drawings. Drawings must be compatible with existing Academy CAD products, as well as the software utilized by local A/E firms and provide seamless translation, editing and export/import functionality of spatial data with CAD vector data. These efforts provide, streamlined work flow between the two different worlds of CAD and GIS. This purchase will be made against an existing Blanket Purchase Agreement contained within the Department of Defense's Enterprise Software Initiative (ESI) purchasing vehicle. According to an official memorandum dated 15 April 2000, from the Assistant Secretary of the Air Force for Acquisitions; "we should use ESI agreements, wherever they exist, for all software contracts--except in the most unusual cases with compelling justification". The Commercial Information Technology Product Area Directorate (CIT-PAD) at Standard Systems Group, Maxwell AFB-Gunter Annex, acts as the Air Force's agent for all ESI agreement purchases. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the required software license that meets all of the features and functions of the requirement described above may provide evidence for consideration. Evidence must support the offeror's claim they can provide all services with properly qualified personnel as identified in the agreement. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses must be received NLT 0900 Mountain Time on 26 September 2014 Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. The Government does not intend to pay for any information provided under this announcement. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
