THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Department of Veterans Affairs, Long Beach, CA, 90822 Network Contracting Office 22 (NCO22), intends to enter into a contract on a sole source basis, under the authority of 41 U.S.C. 253 (c) (1) and FAR 6.302-1(a) (2) (ii), with Abiomed Inc. located at 22 Cherry Hill Drive, Danvers, MA This contract is necessary to provide the Engineering Service at VA Long Beach Healthcare System and VA Greater Los Angeles Healthcare System with servicing and support for two previously purchased Abiomed Impella Automated Impella Controllers. The service contract only applies to the following: REUSABLE SYSTEM COMPONENTS The Impella ® System consists of the following reusable components: o Automated Impella ® Controller-provides the user interface, alarm indications, and portable battery o Automated Impella ® Controller cart-for easy transport of the Automated Impella ® Controller This will be a firm fixed price type contract. Period of performance shall be for one year from date of award, with four option years for additional purchases. If there are sources able to perform the requirement, they must respond by submitting a capability statement within 5 days of publication of this synopsis. This notice of intent is not a request for competitive proposals. Proposals received within 5 days of publication of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Deliveries should be hand carried or sent via other mail or package delivery services. No collect calls or facsimile transmissions will be accepted. Respondents may submit their capability statements via e-mail to the point of contact listed in this notice intent synopsis. All information furnished must be in writing and must contain sufficient detail to allow the Network Contracting Officer to determine if it can meet the above unique specifications described herein. The capability statement must be received in the NCO 22 contracting office on or before 3:00 p.m. on September 29, 2014. All questions must be submitted in writing and can be emailed to Brian Van Orman, Contract Specialist at brian.vanorman@va.gov. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in System for Award Management (SAM).
