- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. The associated NAICS code is 334516 (Laboratory Equipment & Supplies). This acquisition is for the following item: A High Pressure Liquid Chromatographic System, (HPLC). The system must consist of: 1. Autosampler having a minimum of 100 places and capable of handling 1.5 mL vials. 2. Pump with a minimum of two channels for using flow gradients. 3. UV-Visible Detector. 4. System must be capable of being upgraded to handle additional detectors if needed in the future. 5. System must have a heated column compartment capable of containing columns 250 mm in length. 6. System must have a degasser for mobile phase and a mixer to create gradients. 7. System must include a computer loaded with the needed software. 8. System must be capable of being fitted and operating with a Varian Light Scattering Detector which must be installed at the time the system is set up. 9. Operator training must be included for system software. 10. System must be covered under a warranty of at least 1 year from the date of installation. The Contractor shall provide all items F.O.B. destination. The Government anticipates award of a Firm Fixed Price contract. Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications and (2) Price (to include shipping). The basis for award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that, results from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications, (2) Price (to include shipping) and must also have satisfactory Past Performance. INSPECTON AND ACCEPTANCE TERMS: Supplies will be inspected by Contracting Officer Representative (COR) and accepted at destination.
