Description
The USDA, ARS, Western Regional Research Center has a requirement for an advanced Fourier transform infrared (FT-IR) application spectrometer that will obtain an infrared spectrum of adsorption or emission of chemical substances. The machine must be able to collect data over a wide range of wavelengths in the infrared spectrum and provide software to convert the raw data into an actual spectrum, and bulk analysis of spectra. The instrument must provide the technique of FT-IR for identification and subtyping of bacteria based on the collection of chemicals on the cell surface where each bacteria genera and each bacteria subtype is unique in this collection. The FT-IR spectrometer package includes a gas purging system, an adapter to allow for the use of 96- and 384-well silicon multiwell plates, 60 384-well silicon coated plates for running experiments, and software to run the device and analyze the data. This FT-IR spectrometer must provide a high throughput microtiter reader module for measurements of 384-well plates in a transmission mode for high throughput analysis of the thousands of bacterial strains that will be screened on the device. The instrument shall be equipped with a diode laser for wavelength calibration and a retro-reflective frictionless interferometer, and gas purging accessories. The spectrophotometer must have a power mode for higher sensitivities at applications with low light intensity and electronic platform for increased stability. The interferometer in the device must be permanently aligned; interferometer designs that require alignment are not conducive to the high throughput use for which the machine is intended. The system must have software based on an advanced Artificial Neural Network (ANN) to classify the spectroscopic data in analyzing multiple strains of different types of bacteria. The instrument must include site assembly/start-up/commissioning, user manuals, warranties and site training/orientation. Identify shipping/freight costs and any other fees. This solicitation incorporates the following commercial FAR clauses by reference 52.212-1, 52.212-2, 52.212-3, 52.212-4, and 52.212-5. The following applicable FAR clauses are incorporated by reference: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.225-13, 52.232-33, 52.232-36 (FAR clauses may be obtained at www.acquisition.gov). Interested vendors are encouraged to submit proposals including descriptive literature (refer to FAR 52.214.21) of their product to Clarice Dixson, USDA, Agricultural Research Service, Western Regional Research Center, 800 Buchanan Street, Albany, CA 94710 or by e-mail to Clarice.Dixson@ars.usda.gov no later than 3:00PM PDST September 25, 2014.
