Fully Automatic Plastic Bottle Un-scrambler / Cleaner & Multi-Purpose Bottle Carrier/Transporter 3.BACKGROUND. The Department of Veteran Affairs (VA) Cooperative Studies Program Clinical Research Pharmacy Coordinating Center (CSPCRPCC) has a requirement to purchase an automated plastic bottle un-scrambler / cleaner for our bottle packaging line. The automated plastic bottle un-scrambler / cleaner is a critical piece of the bottling line. It is located at the beginning of the bottling line, and is used to unscramble empty bulk plastic bottles and clean inverted bottles using a blast of compressed air to remove any particulate matter that may be in the bottle prior to filling them with tablets or capsules. Our current plastic bottle un-scrambler / cleaner was purchased in 2006 and is eight years old. Our current plastic bottle un-scrambler / cleaner is showing its age and parts of the machine are beginning to fail. The current company is phasing out replacement parts and will soon be unable to support this machine. We also have a requirement to purchase four (4) multi-purpose bottle carrier/transporters for our packaging line. These units will be used to transfer bottles from one conveyor to another. This side belt transfer will need to accommodate bottles that range in size from 75cc, 100cc, 125cc, 200cc and 625cc bottles. Without these motorized transfers, bottles on the packaging line tip over causing tablets and capsules to drop on the floor making them unusable. Most of these tablets and capsules are very expensive and we have limited quantities making it essential that we do not waste any product. 4.SCOPE. The contractor shall provide the Fully Automatic Plastic Bottle Un-Scrambler / Cleaner, the Multi-Purpose Bottle Carrier/Transporter, installation, training and all other resources required to deliver the requirements stated herein, except as may otherwise be specified in this statement of work. 5.SPECIFIC TASKS. 5.1Task 1 -Fully Automatic Plastic Bottle Un-Scrambler / Cleaner "The bottle cleaner shall be continuous motion un-scrambler and cleaner "The machine shall be able to handle bottle sizes ranging from 60cc round to 800cc round "Machine shall have a minimum 12 cubic foot hopper "Machine shall have a small foot print not larger than 5'x4'x7' "Machine shall be made of stainless steel "Machine shall have variable speed controls "Machine shall have an automatic bottle counter that will keep track of the number of bottles cleaned and oriented "Machine shall be a left to right discharge design "Machine must have interlocking safety switches "Machine shall have a bottle back up sensor "Machine shall have an automatic bottle cleaner that will invert the bottles and blow ionized air into each bottle over a 12" area "Machine shall have a vacuum next to the ionizer that will remove any debris "Machine shall have a pre-feeder diverter and stainless steel mounting assembly that can be used on oval or flat sided bottles for future projects\ "The contractor shall provide design drawings and specifications for CR design drawings and specifications for CSPCRPCC to review and approve prior to shipment of machine. "Machine shall have an Installation and Operational Qualification document package 5.2Task 2- Multi-Purpose Bottle Carrier/Transporter "Machine shall be able to transfer/transport bottle sizes 75, 100, 120, 200, 500 and 625cc round plastic bottles "Machine shall have a minimum of 1 inch belts with a maximum carrying distance of 16 inches "Machine shall be constructed of stainless steel "Machine shall have an electronic variable speed control for carrier transfer belts "Machine shall be portable and placed on heavy duty casters which will roll over existing line "Machine shall have a stainless steel cabinet 6.PERFORMANCE MONITORING. The Contracting Officer's Representative (COR) shall use the surveillance methods listed below in the administration of this QASP. Regardless of the surveillance method, the COR shall always contact the contractor's task manager or on-site representative when a defect is identified and inform the manager of the specifics of the problem. The COR shall be responsible for monitoring the contractor's performance in meeting a specific performance standard/AQL. o DIRECT OBSERVATION - Can be performed periodically or through 100% surveillance.o MANAGEMENT INFORMATION SYSTEMS (MIS) - Evaluates outputs through the use of management information reports. Best used for general surveillance and may need to be supplemented by periodic inspections. o PERIODIC INSPECTION - Uses a comprehensive evaluation of selected outputs. Inspections may be scheduled as required. ? Analysis of contractor's progress reports. (Evaluate cost, schedule, etc.) ? Performance Reporting. Surveillance results may be used as the basis for actions (to include payment deductions) against the contractor. In such cases, the Inspection of Services clause in the Contract becomes the basis for the Contracting Officer's (CO) actions. 7.SECURITY REQUIREMENTS. All contractor(s) will need to present a valid ID (driver's license or government issued ID) to our Security Officer(s) in order to be physically checked in and given a visitor's badge. Contractor(s) must wear their visitor's badge and be escorted by a CSPCRPCC staff member at all times while in the facility. The contractor will not have access to any IT networks or patient information. The C&A requirements do not apply and a Security Accreditation Package is not required. 8.GOVERNMENT-FURNISHED EQUIPMENT (GFE)/GOVERNMENT-FURNISHED INFORMATION (GFI). The VA CSPCRPCC will supply/assist the contractor with forklifts and pallet trucks to move and position equipment within the building. The CSCRPCC SME and Plant Engineer will supply/assist the contractor with specialized hand tools and small shop supplies if needed. Any power and compressed air requirement for this system will be handled by the CSPCRPCC Plant Engineer. 9.OTHER PERTINENT INFORMATION OR SPECIAL CONSIDERATIONS. a.These automated bottle un-scrambler / cleaner and multi-purpose bottle carrier/transporter shall be designed to integrate with other packaging equipment on our automated bottle packaging line. The carrier transport will roll over existing conveyor lines and the unscramble cleaner will accept the bottle backup sensor from our existing line. b.Identification of Possible Follow-up Work. No follow-up work can be identified. c.Identification of Potential Conflicts of Interest (COI). No potential conflicts of interest identified. d.Identification of Non-Disclosure Requirements. Non-applicable e.Packaging, Packing and Shipping Instructions. f.Equipment components shall be packed in wooden crates and secured with adequate straps and with a proper barrier made of industrial plastic. The contractor shall utilize a shipping vendor that has adequate equipment to safely deliver purchased equipment. g.Inspection and Acceptance Criteria. The equipment shall be inspected upon arrival for damage, inclusion of all required manuals and parts in adherence to the Statement of Work. Any discrepancies will be noted on the packing slip(s) and the Project Manager will be notified. h.Equipment and component warranties shall be: 12 months. Wear parts and parts not installed according to the original manufacturer's instructions, abused, not used in accordance with the application originally intended, or modified without prior approval of the original equipment manufacturer are excluded. 10.PLACE OF PERFORMANCE. Equipment is to be delivered and installed by the contractor at the VA Cooperative Studies Program Clinical Research Pharmacy Coordinating Center located at 2401 Centre Avenue, SE, Albuquerque NM 87106-4180. PERIOD OF PERFORMACE. The period of performance will be from when the contract is issued to selected contractor until all items listed have been delivered and installed. 11.DELIVERY SCHEDULE.
