- Description
- The National Guard Bureau (NGB) Operational Contracting Office intends to issue a commercial solicitation on/about 23 September 2014 for C-26B Pilot Flight Training support services. This will be a full and open competition posted on FedBizOpps. The Government will award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract with a period of performance of a base period and four 12-month option periods. Current period of performance ends 25 October 2014. THE GOVERNMENT WILL NOT ACCEPT ANY PHONE CALLS, EMAILS, OR ANSWER QUESTIONS PRIOR TO THE ISSUANCE OF THE SOLICITATION. The solicitation will be posted under NAICS Code: 611512 -- Education: Flight Training. Please note that the Government is seeking highly skilled and experienced personnel, in possession of the required equipment to successfully complete the requirements. Therefore, offerors without the skills and experience need not apply. No partial proposals will be accepted. This will be a firm-fixed price contract. Evaluation criteria will be based on BEST VALUE. SCOPE OF WORK: This is a requirement for non-personal services to provide C-26B Initial, Refresher Pilot and Aircraft Commander Upgrade Training. Instruction focuses on normal, abnormal, and emergency operating procedures for the various systems with particular emphasis on instrument flying seat and Crew Resource Management (CRM) procedures. The three types of training require different number of training days for ground and simulator training. All training will be performed at the Contractor's facility. The simulator portion of the syllabus will be conducted in an FAA approved Level C or better SA-227 simulator. The Contract will furnish all the necessary ground facilities, classroom, instructors, training materials and equipment required to perform the contract. The Contractor shall perform to the standards in the Performance Work Statement (PWS).
