Description
(1)Description a.This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. b.W31P4Q-14-P-0350 is issued as a request for quotation (RFQ). c.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-76, dated 25 August 2014. d.This procurement is set aside for Historically Black Colleges/Universities and Minority Institutions. The NAICS code is 541330, and the small business size standard is $38,500,000.00. e.Description of requirement: The services to be acquired are for the development of a Reliability Block Diagram (RBD) module that generates RBDs with maintenance and flight data from the Reliability, Availability, and Maintainability & System Assessment (RAM&SA) division's Aviation System Assessment Program (ASAP). The Aviation Branch of RAM&SA has developed the ASAP tool to measure, analyze, and assess the reliability and maintenance of Army Aviation. The ASAP tool reports parameters such as Mean-Time-Between-Failures, Mean-Time-Between-System-Aborts, and Mean-Time-To-Repair, and also stores and presents failure modes of the aviation subsystems and components. The Aviation Branch is required to develop RBDs for customers, but there exists no automated link between the ASAP tool and RBD development. The University of Puerto Rico - Mayaguez has developed a Reliability Simulator Excel file to read, analyze, and calculate the reliability of an aircraft, using manually inputted maintenance scored data. The outputs provided by this file can be used to develop a RBD module that generates RBDs with maintenance and flight data from ASAP. The module shall be capable of importing component relationships to build RBDs, exporting RBDs, and relating those RBDs to the correct Work Unit Code (component). The sub-sequential goal is to integrate the RBD Module seamlessly into the current ASAP tool. Requirements: 1)The contractor shall research, analyze, and leverage the existing AMRDEC infrastructure where possible. 2)The contractor shall provide modules that build, generate, store, and track RBDs using maintenance and flight data from the current ASAP Database. 3)The contractor shall analyze the data to be generated and stored into ASAP to determine appropriate data structures. 4)The contractor shall document all data sources and their formats. 5)The contractor shall develop a linkage between the Aviation Platform Work Unit Codes and the RBD data. 6)The contractor shall develop a module that will track any modifications to existing RBDs. Deliverables: 1)The contractor shall deliver a Computer Software Flowchart in accordance with (IAW) DI-MCCR-80491A every three (3) months. 2)The contractor shall deliver a Software Development Summary Report IAW DI-MCCR-80902 every 3 months. 3)The contractor shall deliver a Computer Software Product End Item IAW DI-MCCR-80700 by program completion. 4)The contractor shall deliver a Funds and Manhour Expenditure Report IAW DI-FNCL-80331 monthly. f.CLIN 0001AA - Services - One Lot g.The period of performance will be from date of contract award through 30 September 2015. h.The place of delivery and acceptance will be AMRDEC, Engineering Directorate, RAM Engineering and System Assessment Division, Redstone Arsenal, AL 35898. i.Inspection, acceptance, and FOB point are Destination. j.The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. k.Offerors are to include a complete copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer. l.The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. m.The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The proposed acquisition is restricted to the University of Puerto Rico - Mayaguez, a minority institution (MI), under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. q.All responsible sources may submit a capability statement, proposal, or quotation, in response to this solicitation which shall be considered by the agency. r.Responses to this synopsis will only be accepted electronically.
