- Description
- The purpose of this contract is to provide a full range of environmental studies, environmental remediation and other environmental support services at various Naval and Marine Corps installations in the NAVFAC MidAtlantic Area of Responsibility (AOR). The exact location of individual efforts will be designated on individual Contract Orders. The contractor may also, on occasion, be tasked to provide the services described herein to installations within the NAVFAC Atlantic AOR or other DoD activities within the continental U.S. Projects will be assigned on a case-by-case basis, and will be used for example, to take advantage of the contractor ™s specialized expertise to address unique technical problems, and where necessary, undertake expedited response action, as determined by the Contracting Officer. The contractor shall provide all personnel, labor, materials, transportation, equipment, tools, supervision and management efforts required to perform various investigations, remediation, operation and maintenance, construction, and related incidental professional services in support of environmental studies, environmental restoration, environmental compliance, environmental conservation, pollution prevention, erosion and sediment control, storm water and water reuse, safety and industrial hygiene, and quality assurance. Sites may be subject to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), including both National Priority List (NPL), and non-NPL sites. Sites may also be subject to the Resource Conservation and Recovery Act (RCRA) either for RCRA corrective action or Underground Storage Tank (UST) remediation and oversight under the risk based corrective action requirements. Sites may also be subject to Base Realignment and Closure (BRAC) requirements and programs. In addition, compliance with Toxic Substance Control Act (TSCA), the Solid Waste Disposal Act (SWDA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA) and relevant state and local environmental and waste management/disposal regulations and facility permits may be required at certain sites during the length of the contract. The services required may include, but are not limited to, the following: site surveys; document reviews; data evaluation; preparation of studies providing specific strategies and recommendations; preparation of permit applications, and plans required by various compliance regulations and permits, soil, water, sediment, air, gaseous and other media sampling, analysis, and monitoring (including all statistical evaluations thereof); soil gas surveys; monitoring well installations/well testing; aerial and/or on-site photography; groundwater modeling and geophysical contamination migration; risk assessments; air or contaminant migration modeling; designs for environmental closure actions, removal actions and restorations; and public relations support.
