- Draft OCI Language for Industry Consideration The purpose of this Request for Information (RFI) is to follow-up on the Industry Day held August 4, 2014 for the "DHS NextGen SOC" (DNS). This is also in connection to previous FedBizOps postings : RFI-OPO-13-00SOC and OPO-SOC-EOC-2015. The Department of Homeland Security (DHS) is considering including Homeland Security Acquisition Regulation (HSAR) clause 3052.209-73, Limitation of Future Contracting in the DNS contract/task order award. The draft text of this language is included as an attachment to this RFI. Please review the draft language attached and respond to the questions below; all responses will be kept confidential: 1) Do you find the contemplated conflict of interest language to be overly restrictive or appropriate and why? 2) What other information would be helpful to include in the description of either the organizational conflict of interest or the prohibition of future contracting? 3) What affect would this restriction have on your interest and willingness to compete on the DNS requirement if this language was included in the final DNS solicitation and award? 4) Do you currently provide any of the functions defined as Enterprise Operations Center (EOC) functions for either the DHS Office of the Chief Information Officer (OCIO) or DHS Component OCIO's? If so, as a prime or a subcontractor? Please provide the relevant contract/task order number(s) and period of performance. 5) Have you experienced other restrictions on competition or organization conflicts of interest (OCI) concerns for SOCs or EOCs in the past? If so, how has your company addressed them? 6) What other methods could the Government use in order to prevent the SOC and EOC contractor teams from having organization conflicts of interest? Please provide your response to this RFI not later than 3 October 2014. Please send all replies to SOC@hq.dhs.gov.
