Description
Description of services required: The purpose of this project is to continue ongoing services to AHRQ of current and potential innovative initiatives, strategies and approaches to accelerate learning and improvement activities within primary care in the U.S. Specifically, performance under Option Period I, seeks to conduct web-based conferences; provide project summaries; convene learning groups for the development of guidance material; and provide enhancements to the PBRN website. Identification of the exception to fair opportunity: The renegotiation of the task order Option Period will be issued on a sole-source basis to Abt Associates, Inc. because it is a logical follow-on to the existing base period of the contract/task order. All awardees were given a fair opportunity to be considered for the original order. The original order is Abt Associates, Inc. Task Order #6 - Development of Rapid-Learning Networks in Primary Care. The purpose of this renegotiation is to expand existing services and ultimately implement guidance based on services performed under the base period. Abt Associates, Inc. has existing access to this information. Abt's staff have specialized expertise on these projects that will enable them to efficiently develop these requirements. The Contracting Officer determines that the anticipated costs to the Government will be fair and reasonable. The Contracting Officer certifies that this justification is accurate and complete to the best of the contracting officer's knowledge and belief.
