- Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, intends to procure engineering services on an other than full and open competition basis for the period of 13 December 2014 through 12 June 2016 in support of the Research and Engineering Group (AIR-4.0) of the In-Service Support Center (ISSC) located at Fleet Readiness Center East (FRC-East) on Marine Corps Air Station (MCAS) Cherry Point, NC. These services will be performed at MCAS Cherry Point, NC and its remote sites. NAWCTSD intends to negotiate on a sole source basis with LTM, Inc., 925 E Main St, Suite 66, Havelock, NC 28532-2375. The resultant contract is anticipated to be a single award Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract with Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), and Cost type line items. The estimated number of hours to be ordered under this requirement is 170,351 during the one and a half year ordering period. The NAICS Code is 541330 and the FSC/PSC is R425. This sole source action with LTM, Inc. will ensure continued execution of these critical engineering services while a new small business set-aside competitive acquisition is completed. This action is being pursued under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. NAWCTSD ™s small business office concurs with the determination to procure this requirement on a sole source basis. This notice of intent is for information purposes only and is not a request for competitive proposals. Any firms believing they can provide these services may submit a written request to be received at the Contracting Office no later than 15 days after the date of publication of this notice. It must clearly show the firms ™ ability to be responsive without compromising the quality, accuracy or reliability of the services provided and without causing an interruption of critical services. The firm ™s response should also illustrate how it can overcome the start-up costs necessary to assume this effort in the short period of performance that this synopsis represents.
