Contracting Office: US Army Corps of Engineers, Walla Walla District, 201 North Third Avenue, Walla Walla WA 99362. Subject: Sources Sought for the supply of Caspian Tern and Snowy plover decoys Point of Contact: Gary Weir, Contracting Officer, 509-527-7223, gary.r.weir@usace.army.mil Description of the Requirement: The Walla Walla District Corps of Engineers (District) requires the need to acquire 500 Caspian Tern and 12 Snowy plover decoys for use at Don Edwards San Francisco Bay National Wildlife Refuge (Don Edwards NWR) as part of implementing avian social attraction measures in conjunction with the Corps' overall avian management efforts. 1. Specifications of the decoys are as follows: a. Caspian tern decoy (per individual) Body Material - Rotomolded polyethylene with hollow interior Anchoring Method - Decoy base with one hole for plastic plug or wooden dowel Size - Adult Caspian tern (approx. 20 inches from bill tip to tail) Coloration - Adult breeding plumage Body Position - Nesting Posture, as depicted in enclosed photos Paint Type - Suitable for extended outdoor use b. Snowy plover decoy (per pair) Body Material - Rotomolded polyethylene with hollow interior or solid resin cast Anchoring Method - Decoy base with one hole for plastic plug or wooden dowel Size - Adult female and male Snowy plover (approx. 6 inches from bill tip to tail) Coloration - Adult pair in respective male and female breeding plumage Body Position - Nesting Posture, similar to enclosed photos of Caspian terns Paint Type - Suitable for extended outdoor use The NAICS code for this requirement is 326140 with a size category of 500 employees. This is not a solicitation. This information is for planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Interested parties that respond to this sources sought announcement should submit the following information: 1) A capability statement expressing interest in this requirement, describing the company and its capability to produce the Caspian Tern and Snowy plover decoys. Delivery information: Please inform the government if you are able to meet the below required delivery date if the contract is awarded by 1 Nov 2014: ____ All 500 decoys delivered NLT 1 March 2015 ____ Partial: 250 decoys delivered NLT 1 March 2015 and 250 decoys delivered NLT 1 March 2016 ___ If not, please write a delivery schedule, detailing when you can deliver the 500 decoys 4) A statement of the company's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), Small Business). Large businesses are also encouraged to submit a response.
