- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combined synopsis/solicitation W583ER42170003Portable800MHZRadios is being issued as an un restricted Request for Quotation. The Northern America Industry Classification System Code (NAICS) is 334220, communications equipment, mobile and microwave, manufacturing. The Utah National Guard is requesting quotes for equipment exactly meeting the specifications of the Motorola APX6000 700/800 Model 3.5 Portable. Specifications: The Utah National Guard intends to purchase 3(each) of the following, or equivalent, portable radios. Motorola H98UCH9PW7AN, APX6000 700/800 Model 3.5 Portable; Motorola Q806BM, Add: Astro Digital CAI Operation; Motorola H885BK, ENH: 2 Yr SfS Lite; Motorola QA00582AB, ALT: LIION IMPRES 4100 MAH FM/CSA IP67 (NNTN7033A); Motorola H38BT, Add: Smarzone Operation; Motorola Q361AR, Add: P25 9600 Baud Trunking; Motorola WPLN7080A, CHR IMP SUC EXT US/NA/CA/LA. Equivalent models/brands quoted must operate in 800MHz and UHF frequencies while integrating with law enforcement agencies in order to conduct mobile surveillance mission performed by Counterdrug. The attached J&A details why this radio or why an equivalent meeting these specifications is necessary. Please note, the requirement for this radio is determined by the state of Utah because it must operate with the law enforcement agencies in a real mission environment; therefore, communication is critical to mission success and saftey of personnel. This is not a radio used for training or facility/range support. The radio must be robust and capable enough to operate on pre-existing infrastructure and it has been determined by UCAN that this radio meets the specific needs. The Motorola radio is one of only two radios that will operate on the UCAN system established in Utah. This Motorola radio is the radio used by law enforcement agencies throughout the state of Utah and the knowledge base is in place to operate and program these radios efficiently without additional expense to the state of Utah or the federal government. The Government does not intend to pay for any information provided under this notice. This procurement is subject to the availability of funds. Evaluations Factors: The contract type for this procurement will be a firm-fixed price and award shall be made on the basis of best value. A quote which represents best value is one that conforms to the Government's requirements at a reasonable and competitive price. All firms or individuals responding must meet all standards required to conduct business with the Government, and be in good standing. All qualified responses will be considered by the Government.
