Description
NASA/GSFC/Wallops Flight Facility (WFF) has a requirement for a NP2000 Propeller System which has an eight bladed propeller and includes a modified propeller control and valve housing for the P-3 Orion Aircraft. In addition, one set of spare NP2000 Propeller System components with associated hardware (propeller, electronic propeller control, electronic valve housing, etc.) is required. This requirement includes one option. Option 1: The vendor will perform all installation work associated with the installation of the NP2000 Propeller System on all NASA P-3 Orion installed engines utilizing the hardware, engineering, and other documentation procured and approved under the Base requirement. Using Part 12 procedures, NASA/GSFC/WFF intends to purchase the item from UTC Aerospace Systems, Inc. in accordance with 10 U.S.C. 2304 (c)(1) - only one responsible source and no other type of supplies or services will satisfy agency requirements, as implemented by FAR 6.302-1(a)(2). Interested organizations may submit a capability statement, proposal, or quotation, which shall be considered by the agency by September 24, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
