- The Naval Air Systems Command intends to solicit and negotiate a Firm-Fixed Price (FFP), sole source Delivery Order under a Basic Ordering Agreement (BOA) contracting vehicle with The Boeing Company, St. Louis, Missouri for the procurement of one (1) bulk shipment of all required retrofit parts to assemble and build twenty-six (26) each of Landing Gear Control Unit (LGCU) part number 8-347-06 (NSN 1680-01-572-5983) in accordance with Technical Directive (TD) Number AVC-5442 A1 retrofit kits in support of Engineering Change Proposal (ECP) number 6320C2, "Landing Gear Control Unit BIT Upgrade - Update for Redesigned CCA's and SE Requirements," retrofit efforts. The purpose of this change is to remove the 8-347-04, 8-347-05 or 8-347-05A LGCUs from affected aircraft and replace it with an 8-347-06 LGCU. This requirement does not include assembly of the retrofit kits. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18 E/F and EA-18 G aircraft and is the only known source with the knowledge, expertise, facilities and qualified personnel necessary to accomplish this effort within the timeframe required. All respondents must submit a Statement of Qualifications to demonstrate respondent's ability to perform the Government's needs within the required timeframe.
