- The U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT) Future Warfare Center is conducting a site visit for the USASMDC/ARSTRAT Simulation Center (SimCtr). The SimCtr is a Government owned/contractor operated (GOCO) facility that supports USASMDC/ARSTRAT research and development (R&D) efforts for space, missile defense, and high altitude research, design, and analysis of complex missile defense systems with state-of-the-art computational and modeling and simulation (M&S) resources, integration, demonstration, and performance verification and visualization capabilities. The site visit will be conducted on OCT 17 2014 from 09:00 a.m. to 11:00 a.m CST. at the Von Braun Complex I (VBI), Building 5220, Redstone Arsenal, AL 35898. The purpose of the site visit is to facilitate prospective contactors' understanding of the SimCtr operations, and is intended for firms who are interested in responding as a prime contractor to a prospective solicitation for the operation and maintenance of the SimCtr facility. The Government anticipates that this acquisition will be conducted as a competitive set-aside for eligible participants of the U.S. Small Business Administration's Section 8(a) Program. It is further anticipated that the assigned NAICS will be 541712 with a small business size standard of 1,000 employees. Therefore, attendance at the site visit is limited to interested prime contractors meeting these criteria. Attendance is also limited to two individuals per firm, and each attendee must possess a SECRET security clearance in order to access the facility. The site visit is further limited to US companies only; as such, Foreign Nationals are restricted from attendance. Photography within the SimCtr facility is prohibited. Draft copies of the SimCtr Performance Work Statement (PWS), as well as the contemplated proposal preparation instructions and evaluation criteria (i.e., Sections L and M of the solicitation, respectively), are attached to this notice. These documents are provided FOR INFORMATIONAL PURPOSES ONLY and are subject to change prior to the issuance of a formal solicitation, if any. Also attached to this notice is a summary description of the contemplated SimCtr acquisition. Questions and/or comments regarding these draft documents shall be submitted in writing to Mike Jennings at Michael.p.jennings.civ@mail.mil. Requests for site visit attendance shall be submitted to Kevin Gentry at kevin.j.gentry.civ@mail.mil. All requests must include the prospective offeror's company name, socio-economic status/business size (based on NAICS 541712 and 1000 employee size standard); the attendee(s) full name, position within the company, citizenship status, and contact information; and attendee's security clearance status. Upon verification of the requested attendee's information, the Government will provide the requestor with additional instructions for obtaining access to the SimCtr facility. The deadline to request attendance is by noon, 12:00 p.m., CST OCT 10 2014. NOTE: This announcement is not a request for proposal, a promise of a contract, or a commitment of any kind on the part of the Government. The Government does not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government. A prospective offeror's ability or inability to attend the site visit will not prejudice the Government's evaluation of future proposal submissions.
