- ADDITIONAL INFORMATION This Request for Quote (RFQ), N00189-14-T-Q374 is for Puget Naval Shipyard and Portsmouth Naval Shipyard has a requirement for Juniper Odyssey Client Licenses prepared in accordance with the procedures in FAR 13, and supplemented with additional information included in this notice. The NAICS code is 511210. NAVSUP Fleet Logistics Norfolk Mechanicsburg Site intends to solicit for Juniper Maintenance. All support will be provided by Juniper. Delivery is 30 days After Receipt of Order. Third party maintenance is NOT approved. A firm fixed Price Requirement Contract is contemplated for the proposed contract vehicle; anticipated award date is on or about Septemeber 23, 2014. Evaluation will be based on the Lowest Price Technically Acceptable Offer. Contractor s proposal are due at Monday September 22, 2014 at 5:00 pm EST Offerors should provide Remit To address, if applicable Vendor s shall quote all items to considered for award Quote shall be valid for 90 days Quotes shall be emailed to the Contract Specialist at Deborah.Blaney@navy.mil All responsible sources may submit quotation for consideration. CONTRACTS, PURCHASE ORDERS, TASK ORDERS, DELIVERY ORDERS AND MODIFICATIONS) RELATED TO THE INSTANT PROCUREMENT ARE CONSIDERED TO BE ISSUED BY THE GOVERNMENT WHEN COPIES ARE EITHER DEPOSITED IN THE MAIL, TRANSMITTED BY FACSIMILE, OR SENT BY OTHER ELECTRONIC COMMERCE METHODS, SUCH AS EMAIL. THE GOVERNMENTS ACCEPTANCE OF THE CONTRACTORS PROPOSAL CONSTITUTES BILATERAL AGREEMENT TO ISSUE CONTRACTUAL DOCUMENTS AS DETAILED HEREIN. Brand Name Justification Puget Sound Naval Shipyard and IMF has a requirement to purchase Juniper Odyssey Access Client/FIPS Edition 150 Clients Licenses and Norfolk Naval Shipyard has a requirement to purchase Juniper Odyssey Access Client 500 Clients Licenses and Support.Juniper is the original equipment manufacturer (OEM) of the Odyssey Access Client license and they are proprietary to the Juniper Steel Belted Radius Enterprise Edition suit and are used to support the management of access of wireless devices on the wireless network. There are no other products that will seemliness integrate into the existing system. There has been a significant investment in Juniper software and to change to another original equipment manufacturer (OEM) product would impose an undue burden to the government by requiring training on the new OEM product, troubleshooting any issues caused by incompatibilities, and getting accreditation for the new OEM product. This could take up to 6 months and is required before the software can but run on the network.The licenses and support can be purchased through the OEM and their authorized partners. Therefore, to maintain the consistency of operation, it is in the best interest of the government to procure the brand specific software. 508 Statement For EIT requirements include the following language unless an exception applies: This procurement is for Electronic and Information Technology (EIT). Effective June 25, 2001, the Federal government implemented Section 508 of the Rehabilitation Act of 1973, Amendments of 1998 (29 U.S.C. S 794(d)). Section 508 requires that the federal government only acquire electronic and information technology goods and services that provide for access by persons with disabilities. Therefore, to the extent supplies and services are available in the commercial marketplace, the contractor is required to meet the relevant accessibility standards contained in 36 C.F.R.
