- This is a combined synopsis/solicitation for commercial supplies with incidental service prepared in accordance with the format in FAR Subpart 12.6, and in conjunction with FAR Part 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested This solicitation is issued as a Request for Quote (RFQ) and the reference number is N63394-14-T-01XX. This solicitation document with incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72 and DFARS Publication Notice 20140129. The Offeror must quote on an all or none basis. Quotes to be submitted to this office via email Submission of quotes must be in accordance with FAR 52.212-1, Instructions to Offerors, Commercial Items and its Addendum. Please include CAGE Code, DUNS, Tax Identification Number, and Discount Terms. Requirement is for Delivery and Install of Building 1388 Audio Visual equipment (Statement of Work with Drawings are attached) at the Naval Surface Warfare Center (NAVSEA PHD) Port Hueneme, CA. This requirement is 100% Set Aside for Small Business under the NAICS Code 334310 and the size standard is 750 employees. Only quotes submitted by Small Business concerns will be considered for award. Award will be made on Lowest Price Technically Acceptable (LPTA) evaluation. The requirement is for new equipment only, no remanufactured or gray market items. Bid must be good for a minimum of 90 calendar days after close of buy. Terms are Net 30. Inspection and Acceptance is to be at destination with delivery FOB destination, Port Hueneme, C A 93043-4711. Site Visit: Potential offerors are encouraged to participate on a site visit to the Building 1388 Audio Visual located at PHD NSWC Port Hueneme, California. Contractors will have an opportunity to ask questions and see actual equipment.. The date of the site visit is scheduled for 03 Sep 2014. Tour of the site will begin at 10:00 a.m. Pacific Time. In addition prepare Department of Homeland Security Form I-9 attached here within and bring it with you to the NBVC Pass and Security Office. It is recommended to arrive at Pass and I.D. early to allow time for document processing. Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical capability of the item offered to meet the Government requirement; (ii) Price The Government intends to make award to the lowest priced offer that meets all the technical requirements of the specifications for the surveillance cameras. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
