Description
NASA/ARC plans to issue a sole source, commercial items purchase order (Under FAR Part 13) to AerospaceComputing, Inc.(ACI) for the procurement of the CADRA software. CADRA is the only known software tool that translates images of the aeroballistic model into 4-d position and orientation measurements during aeroballistic range tests and then produces aerodynamic coefficients from them. The Ballistic Range at Ames Research Center is designed to examine the aerodynamic characteristics and flow-field structural details of free-flying aeroballistic models. This facility provides the Nation with unique, critical and mission-enabling test capabilities, allowing low-cost "flight tests" in ground based facilities. The Range Complex offers a unique set of testing possibilities for a wide variety of hypervelocity topics, including the aerodynamics and flow field characteristics of entry vehicles (either for Earth entry or other planetary atmospheres) and other hypersonic vehicles, meteor or asteroid impacts on a planet or moon surface. The Ballistic Range is the Agency's only aeroballistic capability and is the only one in the Nation capable of testing in atmospheres other than air. The data obtained from aeroballistic ranges is typically a series of orthogonal, images of the model taken at known times. ACI developed a turn-key system, the Comprehensive Aerodynamic Data Reduction system for Aeroballistic Ranges (CADRA1) that translates images of the model into 3-D position and orientation measurements. CADRA has been the primary data reduction and analysis tool supporting Ballistic Range testing - processing test data into useful results for scientific reporting. Requirements 1. Translate CADRA1 software code from the current (1970's era) programming language into a modern programming language. This is to include upgrades to the blunt body identification procedures to improve angle accuracy by taking advantage of various features of the model image. 2. Provide an executable license for NASA Ames to use the rewritten CADRA1 code. 3. Provide a software maintenance support service that includes customization for our projects and resolves input/output issues, software bugs, and other software issues. 4. For each subsequent version of the rewritten source code, establish a software escrow, to which Ames will be given access when the lead software developer is no longer available to support, maintain, and/or upgrade the CADRA1 software. 5. Provide a Quick Start User Manual and Training for CADRA1. This Notice of Intent is being provided for information purposes only; therefore, no solicitation will result from this announcement. Interested organizations may submit written capabilities and qualifications to perform the aforementioned effort to: rede.shifferaw@nasa.gov no later than 3:00 p.m. Local Time on September 24, 2014. Telephone inquiries or responses will not be accepted. Information received from this announcement will be for the purpose of determining whether or not to conduct a competitive procurement.
