Description
An RFP will be issued for the continued Operation of the Muhlenberg Job Corps Center, in Greenville, Kentucky. The proposed method of procurement is a 100% small business set-aside. Job Corps is a national residential and non-residential training and employment program, administered by the U.S. Department of Labor. It is aimed at addressing the multiple barriers to employment which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the resultant contract will provide Center Operations. The contract will have a 2-year base period, February 1, 2016 through January 31, 2018 (anticipated dates), plus three (3) governmental unilateral renewal options of one (1) year each. The RFP will be available on or about October 3, 2014. It can be obtained from FedBizOps at https://www.fbo.gov. The planned average capacity for the center is 343 youth of which 323 are residential (180 males and 143 females) and 20 are non-residential (10 males and 10 females). A Pre-proposal Conference and Site Visit will be scheduled in the solicitation at a later date. The center is located at 3875 State Route 181 North, Greenville, Kentucky 42345. It is HIGHLY recommended that potential Offerors download a complete copy of the RFP from the Website listed above, prior to attending the Pre-proposal conference and site visit. All potential attendees are required to register, in advance, with the contracting office running the procurement. Please e-mail a "Notice of Intent to Attend Muhlenberg Job Corps Center Pre-Procurement Conference" to: Eric Vogt, Contracting Officer, at vogt.eric@dol.gov. All Notices of Intent to Attend should be received by this office no later than October 14, 2014. Attendees are required to stop in at the front desk of the main building to acquire a security pass and gain instructions as to where the conference will be held on Center. Please do not perform any unescorted tours of the Center. A formal tour will be provided as part of the conference. As the tour may likely last 1-2 hours, it is recommended that comfortable walking shoes be worn. All questions pertaining to this procurement shall be submitted in writing. While all questions, and resultant answers, will be made public, the names of attendees and the source of the questions will not be disclosed publicly. Lodging and subsistence are the responsibility of attendees. The successful contractor shall provide comprehensive career development services to students including academic, career technical, career success, independent living skills, progressive discipline system and career readiness training in a residential setting. The contractor will also provide support services for the following areas: Health and Wellness, Student Records, student clothing, and mail and legal services. The contractor shall also provide overall Center Management and Administration as follows: Contract and Personnel Management, staff training, financial management, Procurement and Property management, Facility operations and maintenance, Security and Safety services and Community Relations. Proposals in response to the RFP will consist of a written submission and may require an Oral Presentation as described in Section L of the RFP. All written proposal submissions shall be due no later than December 2, 2014 at 12:00 pm (local time) to the address listed in the RFP. Responses received after that date and time will not be considered. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction.
