Description
The Department of Health and Human Services (HHS), Assistant Secretary for Preparedness & Response (ASPR), Office of Acquisitions Management, Contracts & Grants (AMCG) intends to negotiate a sole-source contract with HealthRX (DUNS: 786817622), 4400 University Drive for configuration and management of existing IT system, Laboratory Acquired Infection Reporting System. The anticipated contract type is Firm Fixed Price with a period of performance for 12 months. Laboratory acquired infections (LAIs) are infections acquired through laboratory of laboratory-related activities involving potentially hazardous microorganisms and biological toxins. Reporting and analyzing LAIs is essential to optimizing biological laboratory safety and oversight. The contractor shall support efforts to configure and host the use of Report-LAI, a HHS owned incident reporting system, to collect and analyze information on LAIs. Some of the main tasks the contractor shall provide include: 1. Conceptualization and mock-up documents for discussion. 2. Collectively develop technical and support requirements for the system with HHS. 3. Configuring custom reports (including scrubbed data only) and reporting service. 4. Deploying the Lab Survey Module. 5. Email and telephone support. The NAICS code 511210 applies with a small business size standard of $35.5M. The statutory authority permitting other than full and open competition is 41 U.S.C.253 (c) (1), as implemented by Federal Acquisition Regulation (FAR) subpart 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements). This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. However, any qualified vendor that determines it can meet the government's requirements, as listed above, may give written notification to the Contracting Specialist, Ashlie Evans through e-mail (ashlie.evans@hhs.gov) no later than 4:00PM Eastern Time (ET) on Wednesday, 24 September 2014. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
