Description
This is a sole source synopsis for the acquisition of Scientific, Engineering, Technical and Administrative (SETA) Services for the Defense Advanced Research Projects Agency (DARPA) Tactical Technology Office (TTO) from Booz Allen Hamilton, Inc. The SETA support services include scientific and technical analysis of ongoing projects and new opportunities for research and development consistent with the overall TTO areas of emphasis; program control support for tracking and analyzing program performance, identifying issues and risks, reporting status, and recommending improvements; assisting with internal control monitoring and financial execution; providing office leadership with data and reports to make informed management decisions; administrative support for providing and maintaining an efficient and professional office environment. Continued SETA support is required on an uninterrupted basis and will be provided through a bridge contract while DARPA solicits sources and awards a long-term contract for the requirements. Award of the bridge contract to a source other than Booz Allen Hamilton, Inc. would require additional time and cost for a contractor to obtain necessary knowledge and experience that DARPA TTO requires. Under the circumstance, Booz Allen Hamilton, Inc. is the only responsible source that can meet DARPA's short-term requirement for continued SETA support without disruption until the long-term contract is awarded in February 2015. The performance period of the bridge contract will be one three-month base period and three one-month option periods. In accordance with the authority at FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements", DARPA intends to negotiate a contract for the requirement. The current support services are set to expire on November 17, 2014. Having Booz Allen Hamilton, Inc. continue providing the support services is necessary because DARPA TTO requires a team of individuals that is familiar with the current DARPA TTO operations, systems, technical projects and strategic plan. Any interested party should contact the above named for more information regarding this posting; all correspondence shall be received no later than October 3, 2014 at 12:00 PM EST. This announcement constitutes the only synopsis for this requirement and is issued for notification purposes only.
