- OC-ALC 2008 Purchase Description Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ), for a firm fixed type contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular 2005-76. All responsible sources may submit a quotation in response to this solicitation, which shall be considered. A contract may be awarded resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. The Air Force Sustainment Center (AFSC/PZIMB) at Tinker Air Force Base, Oklahoma, intends to award one firm fixed price contract for the acquisition of item(s) listed below. All responsible sources may submit a quotation which shall be considered by the agency. The Government intends to select one contractor; however, the Government reserves the right to award no contract at all, depending on the quality of the proposals/quotes, prices submitted, and the availability of funds. Requirement Overview: 768 Drums of Chemical Paint Remover for Aircraft Stripping on Metal Surfaces; Must be listed on Tinker Qualified Product List (QPL) for Purchase Description OC-ALC 2008-1. Required Delivery Date (RDD): 192 Drums - 15 days after date of contract (ADC) Remaining drums to be delivered 96 DR monthly thereafter (6 shipments) NOTE: If unable to meet posted RDD - submit proposed delivery schedule. Delivery Information: FOB Destination, Tinker AFB, OK 73145 NOTE: offers with FOB Orgin DO NOT meet the terms and conditions of this solicitation Inspection and Acceptance: Inspection and acceptance of the service will be performed at Tinker AFB, Oklahoma, 73145 Warranty Type: Standard commercial warranty Competition Requirement: Full and Open, No Set-aside NAICS Code: 325998 Size Standard: 500 Employees Payment Information: Payments shall be made in arrears of required items being accepted by the Government and delivered to the specified delivery destination. NOTE: offers requiring advanced or progress payments DO NOT meet the term and conditions of this solicitation. Required Registration by all Contractors: In accordance with FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, it is mandatory that all offerors wishing to be considered for award must be registered with: • System for Award Management (SAM) (www.sam.gov) NOTE: Contact the Vendor POC on the website for information and guidance regarding these registrations Applicable Clauses/Provisions (Federal Acquisition Regulation http://farsite.hill.af.mil/farsite.html): FAR 52.209-1, Qualification Requirements Qualification Requirements (Feb 1995) (a) Definition. "Qualification requirement," as used in this clause, means a Government requirement for testing or other quality assurance demonstration that must be completed before award. (b) One or more qualification requirements apply to the supplies or services covered by this contract. For those supplies or services requiring qualification, whether the covered product or service is an end item under this contract or simply a component of an end item, the product, manufacturer, or source must have demonstrated that it meets the standards prescribed for qualification before award of this contract. The product, manufacturer, or source must be qualified at the time of award whether or not the name of the product, manufacturer, or source is actually included on a qualified products list, qualified manufacturers list, or qualified bidders list. Offerors should contact the agency activity designated below to obtain all requirements that they or their products or services, or their subcontractors or their products or services, must satisfy to become qualified and to arrange for an opportunity to demonstrate their abilities to meet the standards specified for qualification. This is necessary whether the Contractor or a subcontractor will ultimately provide the product or service in question. If, after award, the Contracting Officer discovers that an applicable qualification requirement was not in fact met at the time of award, the Contracting Officer may either terminate this contract for default or allow performance to continue if adequate consideration is offered and the action is determined to be otherwise in the Government's best interests. (e) If an offeror, manufacturer, source, product or service has met the qualification requirement but is not yet on a qualified products list, qualified manufacturers list, or qualified bidders list, the offeror must submit evidence of qualification prior to award of this contract. Unless determined to be in the Government's interest, award of this contract shall not be delayed to permit an offeror to submit evidence of qualification. (f) Any change in location or ownership of the plant where a previously qualified product or service was manufactured or performed requires reevaluation of the qualification. Similarly, any change in location or ownership of a previously qualified manufacturer or source requires reevaluation of the qualification. The reevaluation must be accomplished before the date of award. Award will be conducted under the provisions of FAR Part 12, Acquisition of Commercial Items. The following factors shall be used to evaluate offers: (1) Technical: quote must be rated as technically acceptable to be eligible for award (2) Price: award will be made to the lowest priced technically acceptable (LPTA) offeror Contract Line Items (CLINs): CLIN # Requirement Quantity Unit of Issue 0001 Benzyl Alcohol/Hydrogen Peroxide Chemical Paint Remover 768 DR Detailed Description: To be used to remove top coats/primers from the B-52, E3A, and KC-135 weapons systems. Product must be qualified to the TAFB purchase description ALC 2008-1 update August 17, 2012. In order to be technically acceptable, the offeror of the product must be in compliance with Local, State and Federal EPA guidelines, and in compliance with chemical usage through Tinker AFB Waste Treatment Plant Facility. All products must be qualified and listed on TAFB Purchase Description OC-ALC 2008-1.
