Description
U.S. DEPARTMENT OF VETERANS AFFAIRS (VA) IS SEEKING EXPRESSIONS OF INTEREST FOR EXISTING SPACE OR LAND IN VALLEJO, CALIFORNIA Notice: This is not a solicitation for offer, nor a request for proposals. The VA will not pay for any costs incurred as a result of this advertisement. Respondents are advised that the VA assumes no responsibility to award a lease based upon responses to this advertisement. Contracting Office Address Hong Hitchings, United States Department of Veterans Affairs (VA), Office of Construction & Facilities Management (003C4A), 425 I Street, NW, Washington, DC 20001 Requirement: The VA desires to lease Class "A" space in Vallejo, CA or surrounding area to accommodate 8,397 Net Usable Square Feet (NUSF) of office space, with on-site or adjacent parking to meet a ratio of 2:1,000 rentable square feet or equivalent, or local parking code whichever is greater. The space must be contiguous with tenant improvements built out to VA specifications. Space on a single grade level is preferred, but can be provided on up to two floors provided they are adjacent within the building. Upper floors must have a minimum of two elevators. One accessible elevator may serve as freight elevator. VA will consider space located in an existing building as well as land for new construction. Existing Space: Space in an existing building must be located on no more than two (2) contiguous floors and all space on each floor must be contiguous. NUSF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. The building must be able to comply with Americans with Disabilities Act and meet security requirements as set forth in the Interagency Security Committee Standards and the Department of Justice Security Standards. Parking Requirements: On-site parking must 1) be dedicated for the exclusive use of VA and 2) be fully compliant with local laws, rules and regulations. Ten percent of parking spaces shall be handicapped designated. All spaces shall be sized in accordance with design standards as described in the VA Design Guide. The parking area must meet all requirements of Architectural Barriers Act Accessibility Standards (ABAAS). Lease Term: This will be a full service lease contract with a lease term of up to twenty (20) years. Delineated Area: The building/property must be within the following delineated area: In Vallejo: North:Mare Island Causeway; West:Harbor Way to Wilson Avenue to Mare Island Way; South:Maine Street; East:Sacramento Street, Carolina Street, Butte Street, Florida Street, Trinity Street, Wilson Avenue, Mare Island Causeway. On Mare Island, CA: North:G Street; West:Azuar Avenue, Flagship Drive; South:Sundance Avenue, Bagley Street, East:Mare Island Straight. Properties with direct frontage on the boundary lines of the delineated area will also be considered The following map of the delineated is provided for further clarification of the boundaries of the delineated area. Submission Requirements: Please provide the following basic information and descriptions pertaining to the building or site you propose for consideration by VA. VA assessment of your building or land depends on the information you provide. VA reserves the right to eliminate a property that fails to comply with the requirements herein. Expressions of Interest must be submitted in writing for each building or site offered and should include the following information at minimum as appropriate (This is not a solicitation): All submissions should include the following information: (1)Description of ingress/egress to the building or land, (2)A statement that the building or land is currently zoned for office use, (3)FEMA map evidencing that the property lies outside the 100-year floodplain (4)A narrative and map describing proximity of the building or land to the nearest bus and/or train stop, and major transportation routes (5)Any information related to title issues, easements or restrictions on the use of the building or land, and (6)A description of any planned land development or construction which will affect the site including neighboring projects and road or utility line construction In addition, Existing Buildings must provide the following information: (1)Building name and address and age (2) Building location identified on map demonstrating the building is within the delineated area (3)Building size in total rentable and net usable square feet (4) Minimum total net usable square footage that can be provided and the net usable square footage on each contiguous floor that would be offered (5) Site plan depicting the building and parking (6) Floor plan of proposed space (7) Identification of on-site parking to be dedicated for VA's use (8) Other building tenants (9) Ownership entity (10) Proof of ownership/control of building (11) Date the space would be available to accept tenant improvements, and (12) Building photographs including an exterior photograph If this Expression of Interest is being submitted by an agent of the ownership, provide evidence that the agent is authorized to represent the ownership in this matter Market Survey: The Contracting Officer will make an initial evaluation to determine if the offered buildings/sites meet VA's criteria as listed within this advertisement. If the site meets VA's criteria, the VA market survey team will evaluate properties as follows: Existing Buildings will be scored as Pass or Fail in accordance with VA market survey criteria.
