- SOLICITING FROM A SINGLE SOURCE The Public Buildings Service, Rocky Mountain Region, proposes to contract the requirements described herein by means of other than full and open competition. Contracting by such means is authorized by FAR 13.106-1(b). 1. Contracting Activity. Denver Federal Center Service Center, Lakewood, Colorado 2. Description of Required Supplies or Services: This justification authorizes and approves the issuance of a Firm Fixed-Price purchase order to Security Install Solutions, Inc. for Installation of Physical Access Control Systems (PACS) for Various Buildings throughout Region 8. The total estimated dollar value of this requirement is approximately $ 95,000.00. 3. Statutory Authority. FAR 13.106-1(b) authorizes the Contracting Officer to solicit from a single source. 4. Demonstration of Contractor's Unique Qualifications. Security Install Solutions, Inc. (SIS) is the only qualified source to perform this effort because the firm originally started performance of the work stated in the solicitation's scope of work to install two (2) cards readers to exterior doors on various buildings throughout Region 8 as a subcontractor under Contract Number GS-08P-11-JE-P-0068. This contract was limited to two readers per building because of the type of funds (BA61) being used. GSA did not have the funds under the BA54 to fully fund all card readers in all Region 8 buildings. To show intent in complying with the Homeland Security Presidential Directive 12 (HSPD-12), GSA chose to start installing compliant card readers in the front and back doors of each applicable building throughout Region 8. On April 28, 2014, the prime contractor, Mr. John Yancy of STC Communications, Inc. (STC) notified the government of the notice of filing for Chapter 7 Bankruptcy. Proper steps were taken to terminate the remainder of the work since the prime contractor indicated that he had no intention to complete the work. The contract was terminated as a no-cost settlement through Modification PS10 on June 30, 2014. Since the subcontractor, SIS is the firm that performed the majority of the work and is cognizant of what work has been completed and what still needs to be completed, it is reasonable to contract with SIS to complete the terminated work. The work initially started must be completed to be in compliance with Homeland Security Presidential Directive 12 (HSPD-12) in accordance with the Federal Information Processing Standards-201 (FIPS-201) and the National Institute of Standards and Technology (NIST) guidelines. SIS performed satisfactorily under the terminated contract as the subcontractor and is satisfactorily performing as the prime contractor on Contract Number GS-08P-12-JB-C-0058 that is currently installing card readers throughout Region 8 for the balance of the card readers in all buildings (exterior/interior) using BA54 funds and BA80 funds for agency-specific interior door requirements. Contract Number GS-08P-12-JB-C-0058 was awarded to continue meeting the requirement to comply with the HSPD-12 requirements. Current value of the contract is $1.5 million. The contractor will be performing the work in conjunction with the work currently being performed on Contract Number GS-08P-12-JB-C-0058 that expires on November 14, 2014. These unique qualifications, justify the use of 13.106-1(b) to permit soliciting from a single source. 5. Actions Taken to Remove Competition Barriers and Solicit Offers from Other Sources. There are no actions to be taken to remove competition barriers and solicit offers from other sources since the contractor declared bankruptcy and there is no way to prepare for this type of event. It is important that the subcontractor that had completed part of the project before the bankruptcy was declared be allowed to complete the work as the prime contractor since they are familiar with the work that was accomplished and understands the work that needs to be completed. 6. Determination that the Anticipated Cost/Price will be Fair and Reasonable. In accordance with FAR 13.106-3, the Contracting Officer shall ensure that all supplies and services ordered under the proposed contract are procured at a fair and reasonable price. The Contractor will submit a formal price proposal with cost or pricing data or sufficient information to support the accuracy and reliability of the estimate. SIS's proposed cost will be reviewed by the program manager, contract specialist and others as warranted with unique pricing or technical expertise related to the requirement. The Contracting Officer will utilize an appropriate variety of price or cost analysis techniques and technical analysis to ensure negotiations of a fair and reasonable price. 7. Market Research, FedBizOpps Announcement, and Listing of Interested Sources. Market research will not be conducted since this is a completion of work that was terminated under Contract Number GS-08P-11-JE-P-0068 and the subcontractor under that contract is currently performing the same work under Contract Number GS-08P-12-JB-C-0058. A separate purchase order will be awarded for the balance of the work not completed under the terminated Contract Number GS-08P-11-JE-P-0068. Documentation for soliciting only one source will be posted to www.fbo.gov. I certify this justification is accurate and complete to the best of my knowledge and belief.
