- REFERENCE NUMBER: N66001-15-R- 0004 **LARGE BUSINESSES DO NOT NEED TO RESPOND TO THIS NOTICE** **SMALL BUSINESSES THAT ARE NOT 8 (a) CONTRACTORS for NAICS CODE 541330 or 335999 DO NOT NEED TO RESPOND TO THIS NOTICE** 1. This Market Survey is issued for the purpose of determining 8(a) contractors capabilities. 8(a) contractors having the capabilities to perform the tasking described in this Market Survey are encouraged to respond. It should be noted that any resultant contract or task order for services (except construction) will require at least 50 percent of the cost* of the contract performance incurred to be expended for employees of the concern proposing as a prime. Please see FAR Clause 52.219-14, Limitations on Subcontracting (Nov 2011) for prescription and complete version of the clause. *Contractors should note that cost refers to the total burdened labor costs expected to be expended under the effort. 2. The government is seeking a replacement power supply for the USC- 42(V)2 Mini-DAMA communications system. Design parameters for the Mini-DAMA(V)2 power supply will be based upon Attachment 1, Operation and Maintenance Instruction Manual EE130-AS-OMI-010/AN/USC-42(V) 2, for electronic design parameters of input power to, and output power from the Mini-DAMA power supply, and further utilize the current mechanical constraints to develop a seamless form fit and function power supply chassis. Attachment 2, Technical Information is also provided. 3. The applicable NAICS codes are 541330 with a size standard of $38,500,000 or 335999 with a size standard of 500 employees. 4. A fact finding conference will be conducted that will include an actual power supply for viewing and a question and answer session. Only 8 (a) contractors with a NAICS code of 541330 or 335999 will be invited to a fact finding conference. 8(a) contractors with a NAICS Code of 541330 or 335999 interested in attending the factfinding conference shall submit the following information by email to Richard Hammersmith (richard.hammersmith@navy.mil) and Ralna Martinez (ralna.martinez@navy.mil) no later than 1 October 2014. a.Company Name b.CAGE Code c.DUNS Number 5. Within one week of the fact finding conference, 8(a) contractors with a NAICS Code of 541330 or 335999 will be invited to submit a capability statement, draft Statement of Work (SOW), and draft Contract Data Requirements List (CDRL) based on Attachment 3, Statement of Objectives (SOO). 8(a) contractors with a NAICS Code of 541330 or 335999 that do not attend the fact finding conference will still be premited to submit a capability statement, draft SOW, and draft CDRL. 6. Based on review of the capablity statements, SOW, and CDRL submittals, one 8(a) contractor will be issued a Request for Proposal (RFP) and a direct award 8(a) contract will be negotiated and awarded. 7. This notice is for planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement, or any follow-up information requests.
