- Bidders DD-254 This combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6as supplemented with additional information included with this notice. This announcement constitutes the only solicitation: Proposals are being requested and a written solicitation will not be issued. The solicitation, number SAQMMA14Q0295, is issued as a request for quotation (RFQ) pursuant to the procedures at FAR Part 12 in conjunction with the policies and procedures for solicitation evaluation and award prescribed in Part 13 (Simplified Acquisition Procedures) under the test program for certain commercial items at Subpart 13.5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-76. The associated North American Industrial Classification System (NAICS) code for this procurement is 541512. There is no set aside for this procurement. REQUIREMENTS The Department of State (DOS) requires a Symantec subject matter expert (SME) to assist in the rebuilding, development and implementation of a DOS Demilitarized Zone (DMZ). The SME will assist DOS with reviewing the architecture and design, planning deployment, assessing design and technical implementation activities on the Network Threat Protection (NTP) component, and documenting solution requirements The scope of this solicitation is to procure on-site expertise to assist in the implementation and daily operation of DOS' Symantec Endpoint Protection ("SEP") solutions. The SME will assume a key role in providing ongoing expertise for DOS's tactical and strategic SEP related initiatives. The SME will coordinate and implement Symantec firewall rules for the Network Time Protocol feature within the SEP version 12 environment. As stated above the SME will also assist in the rebuilding, development and implementation of a DOS Demilitarized Zone (DMZ). The SME shall play a key role in providing ongoing expertise for DOS tactical and strategic SEP related initiatives. The selected contractor shall: 1. Be very familiar with the Department of State network environment 2. Implement and provide daily operation support of DOS Symantec Endpoint Protection ("SEP") solutions 3. Support and assist in the implementation of the DOS final Demilitarized Zone. 4. Coordinate and implement firewall rules for the NTP feature within SEP version 12 5. Hold a Top-Secret clearance and Top-Secret facility clearance to allow appropriate access to the network for the completion of assigned tasks and deliverables. The selected contractor shall perform the following tasks and/or deliver the following: •Review architecture, design and deployment of the existing SEP solution. •Conduct assessment, design and technical implementation activities on the Network Threat Protection (NTP) component. •Document solution requirements given business and technical objectives. •Design pilot and production architecture •Define and create SEP client firewall security policy •Build deployment packages •Execute pilot against success criteria/test plan •Complete production deployment •Advise client on application of endpoint packages deployment as related to the NTP deployment •Lead root cause analysis and troubleshooting effort for production deployment •Function as a liaison between the client and Symantec Development and Support groups •Report issues, anomalies and problems through proper channels (i.e., account management, technical support) •Provide incident status reports as required •Document all recommendations to management •Perform other duties relevant to NTP deployment and security operations as assigned •Train onsite SEP persons •Coordinate telephone and on-site technical support as requested. PERIOD OF PERFORMANCE The contractor shall propose a timeline for completing the project starting from the contract award date. The Government anticipates contract award no later than September 30, 2014. The Government reserves the right to extend the term of this contract at the prices set forth in Section B in accordance with the terms and conditions contained in clause 52.217-8 entitled, "Option to Extend Services". QUALITY ASSURANCE The Government will perform those quality assurance procedures that may be necessary to verify that performance is in accordance with the terms of the task order. Government quality assurance will be performed routinely by the Contracting Officer's Representative; however, other activities may be called upon to support this effort as required. PLACE OF PERFORMACE The primary place(s) of performance is Department of State State Annex -44 301 4th Street Washington DC The Government may require the contractor to perform work at other DOS locations in the Washington DC area. The provision at 52.212-1 Instructions to Offerors - Commercial applies to this acquisition with the following addenda: The Contractor shall organize their proposals as follows: Volume I: •Section 1 - Technical and Management Approach - This section shall provide a description of the contractor is the technical and management approach to perform the required work. Specifically the contractor shall describe the following: -Technical approach - The contractor shall describe in detail its technical approach to meeting the requirements of the Statement of Objectives (SOO) and to completing the tasks and deliverables defined in the SOO. The documented approach shall include project plan that provides the detailed tasks and timelines for providing the required services and outcomes. -Management approach - The contractor shall describe how it will manage the project and provide the following: *Staffing approach - A description of the labor categories and number of staff for each category that you will use to staff the project *Key personnel - Resume(s) that describe the work history and qualifications of the potential key staff members on the project *Management processes - Describe the processes and techniques you will use to manage the project and ensure high quality products and services those processes shall include risk identification and management, resolution of technical and management issues, and quality management. •Section 2 - Present and Past Performance - The contractor shall provide three detailed examples of similar experience using Symantec products to implement Demilitarized Zones (DMZ), implementing firewall rules for the Symantec Network Threat Protection component within Symantec Endpoint Protection, version 12, and providing the other support and training tasks required in the SOO in the past three years. Sections 1 and 2 shall not exceed 15 pages (excluding resumes). The contractor shall also provide the required project plan in Microsoft Project (version 2010 only) in a separate file. This file will not count against the page count. Volume II - Cost Proposal The contractor shall provide the following in its cost proposal. •Labor costs - Provide hourly rates for each required labor category and the number of hours required for each individual to determine the cost per labor category, per individual, and a total labor cost. •Other direct costs - Provide the cost for any other direct costs broken out by category to include travel, supplies, etc. Provide a total of other direct costs. In addition, provide detail to support these proposed costs. •Total - Provide the total proposed fixed-price cost for the project, the sum of labor costs plus other direct costs. Volume II shall not exceed 5 pages and shall be submitted in electronic form only. In addition, the contractor shall submit a Microsoft Excel spreadsheet that includes rates, hours, calculations and all other information required above. The spreadsheet shall show all formulas and calculations used to determine the proposed costs. The contractor shall e-mail four separate files to include Volumes I and II of the proposal, the required spreadsheet and the project plan via e-mail to RothsteinAT@state.gov, by the proposal due date. As stated above, files shall be in Microsoft Word, Excel, and Project format. The Government will not accept PDF files. Offerors shall ensure that they send proposals with enough time to ensure receipt within the deadline and are encouraged to use the "read receipt" function to verify on-time delivery to the Government. In accordance with FAR Part 52.212-2, the Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will use the following evaluation factors in descending order of importance: Technical Approach, Management Approach, Present and Past Performance, and Cost. Technical and Past Performance when combined are significantly more importance than Cost. In accordance with FAR Part 52.212-3, Offerors shall include a completed copy of its Representations and Certifications ─ Commercial Items with its offer. The following apply to this acquisition, FAR Part 52.212-4,Contract Terms and Conditions ─ Commercial Items, FAR Part 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders ─ Commercial Items including the following addition FAR Clauses cited within 52.204-2, 52.212-5: 52.222-50, 52.233-3, 52.233-4, 52.203-13, 52.204-10, 52.209-6, 52.209-9, 52.209-10, 52.219-14, 52.219-16, 52.222-3, 52.222-19,52.222-21,52.222-26, 52.222-36, 52.222-37, 52.222-40, 52.222-54, 52.225-1, 52.225-3, 52.232-29, 52.232-30, 52.232-33, 52.232-34, 52.232-36, 52.239- 1, 52.222-41, 52.222-42, 52.222-43, 52.222-44, 52.222-17, 52.203-13, and 52.219-8. CONTRACT TYPE The government anticipates award of a Firm-Fixed price contract. The Request for Proposals describes the format and instructions for providing technical and cost proposals in response to this SOO. GOVERNMENT FURNISHED PROPERTY/INFORMATION The Government will furnish workspace, workstations, and the data, information, and access necessary to the business, customer, and technical information and facilities for the contractor to meet the requirements of this contract. SECURITY REQUIREMENTS A facility security clearance at the TOP SECRET level is required for contract performance in accordance with the DD Form 254, Department of Defense Contract Security Classification Specification, attached to this contract. Since it will be necessary for some Contractor personnel to have access to classified material and/or to enter into areas requiring a security clearance, each Contractor employee requiring such access must have an individual security clearance commensurate with the required level of access prior to contract performance (Top-Secret Clearance). Individual clearances shall be maintained for the duration of employment under this contract, or until access requirements change. The Contractor shall obtain a Department of State building pass for all employees performing under this contract who require frequent and continuing access to Department of State facilities in accordance with Bureau of Diplomatic Security Instructions. Performance of this contract shall be in accordance with the attached DD Form 254, Department of Defense Contract Security Classification Specification and FAR 52.204-2 "SECURITY REQUIREMENTS." Classified material received or generated in the performance of this contract shall be safeguarded and disposed of in accordance with the National Industrial Security Program Operating Manual (DOD 5220.22-M). QUESTIONS The deadline for submitting questions is Friday, September 19. Questions received after that date may not be answered with sufficient time for Offeror's to update their proposals. Offeror's shall submit questions via e-mail to RothsteinAT@state.gov. The Government will publish the questions and responses as an amendment to this combined synopsis/solicitation on the Federal Business Opportunities website.
