CLASSIFICATION CODE: 66- Laboratory Equipment and Supplies TITLE: Focal Plane Array SOLICITATION NUMBER: NB686000-14-04280 RESPONSE DATE: September 19, 2014 CONTACT POINTS: Tiffany Marks, Contract Specialist, (303) 497-7763 Jo-Lynn Davis, Contracting Officer, (303) 497-3032 DESCRIPTION: The National Institute of Standards and Technology (NIST) has a requirement for a Focal Plane Array to be used in the Physical Measurement Laboratory at NIST, Boulder, CO THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-76 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to tpm1@nist.gov. Questions should be received no later than 3 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) The associated North American Industrial Classification System (NAICS) code for this procurement is 335999. This is not a Small Business Set-Aside. In accordance with the non-manufacturer rule, the contractor shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern. See FAR 19.102(f) for additional information. All offerors shall provide a quotation for the following line items: Line Item 0001: one (1) Focal Plane Array Statement of Work Background The 2D InGaAs Focal Plane array will be used to image and detect (with a spectrometer) the low-light levels of near-infrared light emitted from reactive oxygen species present in biological systems, in addition to imaging the downconversion process used in quantum photonic experiments for creating correlated photon pairs. The low dark noise and near-infrared wavelength sensitivity capabilities of a cooled 2D InGaAs focal plane array are critically needed for the detection of low photon fluxes of wavelengths ranging from 900nm to 1700nm to develop new measurement technologies in the fields of physical biology and quantum photonics. The 2D focal plane array will allow for both imaging a scene with light emission in this wavelength range and it will be able to be attached to a near-infrared spectrometer for determining the emission wavelength. Objectives/Scope Below are the specs for the 2D InGaAs focal plane array. We have determined that we cannot compromise on these specs or the experiments cannot be completed. 2D InGaAs Focal Plane Array Requirements 1. We require a two-dimensional focal plane array made from indium-gallium-arsenide (InGaAs) that has at least 640 x 512 pixels; more pixels is better. 2. The pixel size is 20 micron x 20 micron, or less. 3. Focal plane array has 100% fill factor. 4. Pixel operability is > 98%. 5. The focal plane array is sensitive to wavelengths of 900nm to 1700nm with at least 80% quantum efficiency between 970 nm to 1570 nm at -85 C. 6. The focal plane array is cooled to reduce dark current. Cooling at least to -85 C is required. Cooling is to be by thermoelectric cooling possibly with additional water cooling only requiring the use of a Neslab chiller. Liquid nitrogen will not be available for cooling. 7. Temperature must be stable and fluctuate < 1 C during operation. 8. The cooling fan must be able to be disabled during image acquisition to reduce vibration and blurring of images. 9. Dark current at -85C should not exceed 400 e-/pixel/second. Less is better. 10. Read noise should not exceed 150 e-. 11. Continuous integration times with a minimum duration of 2 microseconds to at least 60 seconds duration is possible. 12. Acquisition software is Windows 7, 64-bit compatible and allows analysis of data such as background subtraction, region of interest binning, image manipulation, integration, and fixed pattern noise removal. 13. Focal plane array must be capable of both near infrared imaging and spectroscopy: (i) The focal plane array must come with a c-mount adapter to mount to an infrared lens for imaging applications; (ii) The focal plane array must come with a spectrometer adapter to mount to an Acton 2500i spectrometer. Delivery Delivery should be FOB DESTINATION and shall take place not later than 8 weeks after contract award. Quoters must include delivery date ARO for the proposed equipment. Due Date for Quotations Offerors shall submit their quotations so that NIST receives them not later than 11:00 a.m. Mountain Time on Friday, September 19, 2014. FAX quotations shall not be accepted. E-mail quotations shall be accepted at tpm1@nist.gov. Offerors' quotations shall not be deemed received by the Government until the quotation is entered into the e-mail address inbox set forth above. Acceptance of Terms and Conditions: This is an open-market solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this solicitation that will include the clauses set forth herein. The quotation should include one of the following statements: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) If no statement is included NIST will assume the quoter has accepted all terms and conditions. Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. QUOTATION EVALUATION: Evaluation Factors Technical Capability: No prototypes, demonstration models, used or refurbished instruments will be considered. Evaluation of technical capability shall be based on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not. NIST will give preference to offerors who demonstrate that their proposed equipment exceeds NIST's requirements. Price: The Government will evaluate price for reasonableness. Price will not be evaluated on quotes that are determined technically unacceptable under the Technical Capability Evaluation factor. 1352.233-70 AGENCY PROTESTS (APR 2010) (a) An agency protest may be filed with either: (1) the contracting officer, or (2) at a level above the contracting officer, with the appropriate agency Protest Decision Authority.
