Description
The United States Secret Service intends to negotiate on a sole source basis with 3M Cogent, Inc., 639 North Rosemead Boulevard, Pasadena, CA 91107, proprietary software and equipment upgrades for 124- Livescan workstations and printers for existing Cogent Automated Fingerprint Identification System ( CAFIS) clients due to new scanning requirements by the Federal Bureau of Investigation and Department of Justice's Joint Automated Booking System (JABS) as well as the Civil Applicant System (CAS) for criminal history searches and booking information to FBI. The scanning system will enable mug shots, SMT, fingerprints and palm prints to be electronically scanned for submission to JABS and the FBI. The US Secret Service submits hundreds of inquiries annually to the FBI for civil background checks of candidates applying for employment; persons that gain access to the White House and US Secret Service proximities; as well as inquiries for criminal history checks and bookings of suspects during investigations. These upgrades will adequately and responsibly fulfill the critical mission of the US Secret Service and Forensic Services Division (FSD) and support all disaster recovery and contingency plans to backup mission critical operations during criminal and protective investigations. This notice is neither a request for proposal nor a solicitation of offers. Based on this requirement, the Government intends to solicit and negotiate with one source under the authority of FAR 6.302. A determination by the Government not to compete this proposed requirement on a full and open competitive basis upon receipt of responses to this notice is solely within the discretion of the Government. No formal solicitation package is available. Only written e-mailed to linda.mcadams @usss.dhs.gov inquiries will be responded to and must be received no later than 4:30 pm, EST, September 22, 2014. The Government will not be responsible for any costs in the preparation of responses to this announcement.
