Description
To whom it may concern; The Department of Veterans Affairs intends to enter into a purchase agreement with Angio Dynamics 603 Queensberry Avenue Queensberry, NY 07910-5071. Angio Dynamics a small business is the sole distributor of the NANO KNIFE System. The North American Classification System (NAICS) code is 339112. Any interested parties may identify their interest and capabilities to respond to the requirement and furnish detailed data concerning their capabilities to provide the product. This notice is not a request for competitive quotes; however, any firm that believes it can meet the requirements must provide written notification to the Contracting Officer by 9/16/2014 10:11 AM. Information should be sent to Sean Powers Contract Specialist at sean.powers2@va.gov. Information received will be considered solely for the purpose of determining whether this Item is indeed a sole source or if we can conduct a competitive requirement. If no responses are received by the response date and time, The Department of Veterans Affairs will proceed with the intended agreement. All questions concerning this requirement must be in writing and submitted via email to sean.powers2@va.gov. Objective This document highlights the technical specifications and services being requested by the Connecticut VAMC for consideration towards the purchase of new Nanoknife Ablation System. Offerors under this proposal shall provide all equipment, accessories, applicable training, and manuals. Project Management / Equipment Implementation Product delivery will be the responsibility of the Offeror. Working with the Connecticut VAMC project management POC, the Vendor will be responsible for coordinating and performing the delivery, implementation, and training for the devices. Background/Justification/ VA Connecticut will purchase one new Nanoknife Ablation System. NanoKnife is a relatively new ablation technology that is 510(k) approved for the surgical ablation of soft tissue and utilizes low energy electrical pulses to cause permanent cell destruction, known as irreversible electroporation (IRE). This technology does not utilize thermal energy to kill the cells, which is unique among other currently available therapies - radiofrequency ablation (heat) and cryotherapy (freezing), and has the benefit of a more precise cell kill zone without damage to neighboring tissues. The NanoKnife technology is currently being used at other institutions by multiple disciplines including surgeons in the operating room and interventional radiologists in the IR suite for locally advanced pancreatic cancer, hepatocellular carcinoma and other liver lesions, lung lesions, kidney tumors, and is currently being evaluated in a phase I trial for focal ablation of prostate cancer. The WHVA is being considered as a participant in a multicenter phase II trial for focal ablation of prostate cancer using the NanoKnife technology. The technology surpasses technology currently available at this and all other regional facilities, and supports the regionalization of Urological surgery for VISN 1 strategic planning. (required 5.All employees of CUSTOMER who will be utilizing the Nanoknife, including OR Staff, Surgeons, Radiologic Technologists, Clinical Engineering and surgical staff members ("Trainees"), must be trained by an authorized AngioDynamics, Inc. representative prior to using the System. Upon installation of the Nanoknife, a AngioDynamics representative will schedule training for Trainees at CUSTOMER's site for 1.No charge on a mutually agreeable date and time.
