- DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Activity: Department of Veterans Affairs, VISN 12, Hines VA Medical Center Research and Development Service are requesting a "Justification for Other Than Full and Open Competition." The purchase request (2237) number is 578-14-4-116-0134. 2.Nature and/or Description of the Action Being Processed: The Research Department at Hines VA Medical Center requires a new firm fixed price contract to perform research for Dr. Saban's research study, "Mindfulness Based Stress Reduction for Women at Risk for Cardiovascular Disease." Total value is $45,000.00 for one base period and two option periods 3.Description of Supplies/Services Required to Meet the Agency's Needs: The Hines VAMC has a request for the study Mindfulness Based Stress Reduction for Women at Risk for Cardiovascular Disease. Hines Research has chosen the Insight Center under the direction of Dr. Chris Chroniak. The psychologists at the insight Center have received highly specialized advanced training in MBSR and they have extensive experience in MBSR. The funding is under Grant - Project # NRI 12-413 Mindfulness based Stress Reduction for Women at Risk for Cardiovascular Disease. Grant monies were allocated for this research. Grant process includes price reasonableness determination. As such, price is deemed to be fair and reasonable. 4.Statutory Authority Permitting Other than Full and Open Competition: Under Grant Project #NRI 12-413, Hines Research Department has chosen The Insight Center. 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The UW Biotechnology Center is an affiliate institution of the Madison VA Medical Center. The UW Biotechnology Center is a pioneer in microarray technology and a leader in genomics analysis. Also included in the service line are customized study design and high quality data ready for publication. The UW Biotechnology Center is a leading microarray service provider that can conveniently and affordably analyze VA microarray gene chips purchased from Affymetrix. Based on Market Research, it is the only commercial provider specializing in such fields. 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: On September 9, 2014, Market research was conducted with the following results: Market research found 2 vendors that provide Mindfulness-Based Stress reduction services. The Insight Center and Rush University Medical Center provides Mindfulness Based Stress Reduction services. Research did not reveal any additional vendors that supply such research. 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: The contracting officer anticipates the cost will be considered fair and reasonable and provides the following basis for this determination IAW FAR Part 13.106-3(a)(2): Cost is deemed fair and reasonable based on a comparison with Mindfulness-based Stress Reduction Services rates offered by the The Insight Center and Rush University Medical Center: The Insight Center: $230 per person, Rush University Medical Center: $450 per sample. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Market research found 2 vendors that provide Mindfulness-Based Stress reduction services. The Insight Center and Rush University Medical Center provides Mindfulness Based Stress Reduction services. Research did not reveal any additional vendors that supply such research. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: None 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: None 11.A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: None 12.Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
