1. Action Code: Presolicitation 2. Date: 14 September 2014 3. Year: Fiscal Year 2015 4. Contracting Office Zip Code: 23511 5. Description of Work: Overhaul and Repairs to main propulsion diesel engines (MPDEs) installed aboard two (2) T-AO class vessels. The USNS Charles Drew and the USNS Laramie 8. Solicitation Number: N32205-14-T-3038 9. Closing Response Date: 01 Oct 2014 10. Contact Point or Contracting Officer: Ms. Norma Rehbein, 757-443-5888, norma.rehbein@navy.mil. 11. Contract Award Dollar Amount: TBD 12. Contract Line Items: 750; since there are multiple CLIN items, quantities will be identified on the solicitation per CLIN ITEM 13. Contract Closing Date: TBD, approximately 01 Nov 2014. 14. Contract Award Date: TBD 15. Description: This is a limited sources procurement. However, all responsible sources may submit a bid, proposal or quotation which shall be considered by the Agency. 16. MSC has a requirement to procure original equipment manufacturer (OEM) parts to support overhauls and repairs to the main propulsion diesel engines for the USNS Big Horn and the USNS Laramie, both T-AO class vessells. This is a limited source procurement for the use of other than full and open competition for a commercial, firm fixed price purchase for MAN Diesel-SEMT Pielstick to order from one or its authorized Distributors. 17: Required Delivery Date for the USNS Big Horn: 01 Dec 2015; Required Delivery Date for the USNS Laramie: 01 Feb 2016 18. Place of performance: TBD 19. Set Aside Status: This will be an unrestricted procurement Packaging: Contractor shall fabricate and provide wooden crating for shipment of all materials. All materials shall be secured/packaged within the wooden crating to isolate parts from any movements during shipping activities. Wooden crating shall be fully enclosed, with no openings to protect material from damages and keep foreign matter/debris from entering the crating. Contractor shall package port and starboard main engine parts separately (not in the same crating). Crate marking: Engine parts are for the port or starboard main engines. Each crate shall be marked either as "Starboard Main Engine" or "Port Main Engine," on a minimum of 3 faces of each crating to identify which engine (port or starboard) the parts are designated for. On each crate, the vendor shall attach 2 invoice copies of the parts inside of the crate, including part number/part description/ and quantity.
