Draft Statement of Work for Monitoring Services This is a sources sought notice for information only. This is not a request for proposal or quotation or an announcement of a solicitation. This sources sought request for information is for the purpose of conducting market research to provide data for planning purposes. This sources sought synopsis announcement does not constitute a formal solicitation, and is not a request for proposal, request for quote or invitation for bid and does not obligate the government to award a contract, issue a solicitation, reimburse respondents for any proposal preparation and/or submittal costs, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The US Department of State's Office of International Narcotics and Law Enforcement (INL) at the US Embassy in Bogotá, Colombia, is seeking the services of a potential contractor to help undertake monitoring related activities which will: 1) Develop comprehensive results frameworks for monitoring and evaluating the INL-funded programs and projects in Colombia, 2) Develop a comprehensive performance monitoring framework for each program and project area, comprising a system that is designed to track INL Colombia's assistance and its impact; 3) Develop and maintain an IT system/database for all data collected for the approved frameworks; and 4) Conduct, on a continuing basis, collection and analysis of the data in support of the established frameworks. The primary audiences for this monitoring activity will be the U.S. Embassy's INL office which manages these programs and the Office of Western Hemisphere Programs (INL/WHP) which provides guidance and oversees INL's foreign assistance programs in the region. INL aims to achieve the following: 1)Report progress on a regular basis for effective and efficient management decisions; 2)Links inputs and resource of INL-funded Colombia programs and activities to the goals and objectives as established in the program planning documents; and 3)Identify the extent to which INL programs and activities in Colombia and elsewhere are having their desired results. The Contractor shall produce a comprehensive work plan, undertake data collection and analysis, conduct briefings, and develop a monitoring system. Attached is a draft statement of work for the monitoring requirement. We welcome and appreciate industry feedback on the specifications as drafted, please notify of any section of the specifications that is unclear, prompts questions (and ask the relevant questions), is infeasible or unrealistic, etc. We also request a rough order of magnitude for the price of such services over a two year period. Interested firms are invited to submit a Statement of Capability (SOC) showing the company's ability to fulfill the requirement described above. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. This is not a solicitation nor will a solicitation package be issued as a result of this announcement, and no award shall be made as a result of this announcement. In the event that a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number or Request for Quotation (RFQ) and the announcement may be published on FEDBIZOPPS. Firms responding to this announcement must include company name, DUNS number, point of contact, address, phone number, and business size. For the purposes of this acquisition the applicable NAICS code is 541611 and the PSC code is R410. Responses are requested no later than 3 Oct 2014.
