- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR A SIMPLIFIED ACQUISITION ACCORDANCE WITH THE FORMAT IN FAR SUBPART 13.1 -AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-76. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to Chantel Adams. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) The associated North American Industrial Classification System (NAICS) code for this procurement is 334516. This acquisition is 100% unrestricted. All Offerors shall provide a proposal for the following line item(s): CLIN 0001 Elemental Analyzer STATEMENT OF WORK: The Fire Research Division at NIST is performing fire tests seeking a solution to ensure that the composition of items between labs or within a lab remains the same between tests compared. A way to measure the composition is to measure the mass of elements present in specimens of the items. PERFORMANCE STATEMENT: NIST requires an instrument that will be used to determine the composition (mass % of elements) of items used in fire tests. SPECIFICATIONS: The minimum required specifications for the Elemental Analyzer are given below: •CHNS/0 elemental analyzer(s) to determine the mass percent of atoms carbon hydrogen nitrogen sulfur and oxygen in specimens of wood, polymer, natural fiber etc. commonly found in residential and office goods and furnishings. •Accuracy: less than or equal to 0.3 % •Precision: less than or equal to 0.2 % •Environment: 5 °C to 50 °C, up to 95 % relative humidity non-condensing. •Operates using standard US 120 V AC power. •Computer control and data acquisition system •Software: windows 7 compatible and capable of exporting data files in an Excel compatible format •Parts and supplies excluding compressed gas cylinders but including regulators •User manual ACCEPTANCE/INSPECTION: Acceptance and Inspection of the Analyzer will be determined based on whether or not the system is set up and functioning and correctly analyses a specimen of known composition of NIST's choosing (e.g. PMMA) within the required accuracy and precision. FREIGHT/SHIPPING CHARGES: Shipping charges are customary and should be included in total price.   WARRANTY: 1 Year Manufacturer Warranty (including parts and labor, excluding consumables) DELIVERY: Delivery shall be FOB Destination and shall take place within 90 days after award of contract. MINIMUM REQUIREMENTS: The acquired product shall meet or exceed the technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. PROVISIONS AND CLAUSES: The following provisions and clauses apply to this acquisition and are hereby incorporated by reference. Refusal to register shall forfeit award. Due Date for Quotations Offerors shall submit their quotations so that NIST receives them not later than 2:00 p.m. Eastern Time on Friday, September 19, 2014. FAX quotations shall not be accepted. E-mail quotations shall be accepted at chantel.adams@nist.gov. Offerors' quotations shall not be deemed received by the Government until the quotation is entered into the e-mail address inbox set forth above. Addendum to FAR 52.212-1, Quotation Preparation Instructions Quote Instructions: 1) Price Quotation: The pricing quotation shall be separate from any other portion of the quotation. The Offeror shall propose a firm-fixed-price, preferably FOB Destination, for each CLIN. Price quotations shall remain valid for a period of 90 days from the date quotations are due. 2) Technical Quotation: The technical quotation shall address the following: Technical Capability: The Offeror shall submit a technical description or product literature for the equipment it is proposing, which clearly identifies the manufacturer, make and model. The Offeror must demonstrate that its proposed equipment meets or exceeds each minimum requirement described in the statement of work by providing a citation to the relevant section of its technical description or product literature. If applicable, evidence that the Offeror is authorized by the original equipment manufacturer to provide the item(s) in the quotation should be included. QUOTATION EVALUATION: Evaluation Factors Basis for Award shall be technically acceptable/ lowest price. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability and 2) Price. 1. Technical Capability: No prototypes or demonstration models will be considered. Evaluation of technical capability shall be based on the information provided in the quotation. NIST will evaluate whether the Offeror has demonstrated that its proposed hardware meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed hardware meets all requirements will not be considered further for award. If an Offeror does not indicate whether its proposed hardware meets a certain minimum requirement, NIST will determine that it does not. Technical capability must meet or exceed the Government's performance specifications. 2. Price will be evaluated for reasonableness. 3. Price shall not be evaluated on quotes that are determined technically unacceptable under the Technical Capability Evaluation factor. 1352.233-70 AGENCY PROTESTS (APR 2010) (a) An agency protest may be filed with either: (1) the contracting officer, or (2) at a level above the contracting officer, with the appropriate agency Protest Decision Authority.
