- Notice of Intent to noncompetitively modify contract to add additional training and extend contract up to one year Procurement Office: M/OAA/SIDP Response Date: September 23, 2014 by 5.00 pm ET The U.S. Agency for International Development (USAID) Office of Acquisition and Assistance/Special Initiatives & Development Partners Division (OAA/SIDP) intends to non-competitively modify the existing contract with Franklin Covey in order to increase the number of classes and total estimated cost, and to extend the period of performance. The modification will extend the period of performance up to one year and add several additional courses; the estimated cost of this extension is less than $150,000. The Contracting Officer, under the authority of FAR 13.106-1(b), has determined that the circumstances of the contracting action deems only one source reasonable available. The contractor will continue its current diversity training for USAID staff under the auspices of the Office of Civil Rights and Diversity (OCRD) in order to expand the number of USAID staff knowledgeable about our diversity and inclusion workplace strategy, and educate staff on diversity issues. The current contractor will be able to provide the required additional classes with no disruption to OCRD and already knows the training material and the requirements. The training includes substantial material that is wholly owned by FranklinCovey. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that the current contractor is the only source for the aforementioned services that meets the Government's requirements and provides the best value. Notwithstanding, any firm that believes it is capable of meeting USAID’s requirement as stated herein, may submit its capability by or before 5.00 pm ET on September 23, 2014, which may be considered by the Government. A determination not to compete the additional training courses based upon the responses to this notice is solely within the discretion of the Government.
