Description
NAVSUP Fleet Logistic Center San Diego “ Seal Beach Detachment intends to issue a sole source purchase order in accordance with FAR Part 12 and Part 13 to L-3 Communication Systems West, 640 North 220 West, Salt Lake City, UT 84116. The proposed contract action is for the SIR 2.5 Kit for Video Downlink Receiver which is used as an information, surveillance and reconnaissance receiver. The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). The SIR 2.5 Kit is proprietary and manufactured solely by L-3 Communications Systems West and no authorized distributors exist. This kit will be utilized in support of the Navy and Marine Corps TOPGUN program. TOPGUN is the premier weapons school where Close air support (CAS) is one of three primary mission sets taught. The TOPGUN CAS subject matter expert serves as the lead Joint Terminal Attack Controller (JTAC) for all CAS events during each TOPGUN course. The lead JTACs responsibility during each TOPGUN course is to provide terminal control and terminal guidance operations for every aerial attack. In each TOPGUN course, video downlink (VDL) receivers are utilized which assist in providing correlation during terminal guidance operations, where the JTAC on the ground can communicate with the associated aviation platform and verify in real time whether the aircraft is fixed on the correct target. Reliability of what the VDL displays is essential in mission success as well as ensuring the protection of the JTACs on the ground. Proper VDL usage also helps to mitigate collateral damage concerns by ensuring the attacking aircraft are not employing ordnance on no strike targets. Portability is also critical in that TOPGUN JTACs operate foot mobile similar to that of current combat TTPs. TOPGUN JTACs do not have the luxury of carrying additional power sources or external antennas for VDL receivers. Of the three known manufacturers of this technology, L-3 ™s SIR 2.5 is the only receiver which is capable of producing a steady video to the team on the ground without external power or antennas. Accordingly, L-3 is the only responsible source to provide the SIR 2.5 VDL technology to meet the Naval Strike and Air Warfare Center ™s minimum requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. **RESPONSES AND ANY QUESTIONS MAY BE PROVIDED VIA EMAIL ONLY. PLEASE NO PHONE CALLS. ** A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
