Description
JOFOC-USNA Seed Storage Facility The USDA, ARS, U.S. National Arboretum, intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b), "Soliciting from a single source" based upon only one responsible source capable of meeting the Government's requirement. The USDA intends to solicit and negotiate with 'Normco Cascade, Inc.' for a construction services. This notice of intent is not a request for competitive proposals. However, all inquiries received within 5 days after date of publication of this market survey will be considered by the Government. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any resulting procurement would be conducted in accordance with FAR Part 13. An award notice for Normco Cascade, Inc. may be posted on FBO in the near future. Requirement: The United States National Arboretum (USNA) located at 3501 New York Ave, N.E. Washington D.C. requires services for the renovation of a former research lab into a seed storage room. The seed storage room is a critical final step in upgrading the USNA seed storage capacity to meet the mission requirement of midterm (ten year) seed storage related to the USNA efforts at genetic resource conservation. The contractor shall renovate the laboratory in Building 018 to accommodate the installation of four Norlake -20C 3-door freezers, one Norlake stability chamber, and two Mitsubishi split A/C units. The Contractor shall furnish all materials, supplies, equipment, supervision and labor needed to renovate the existing room to accommodate and install 4 Norlake Freezers, one stability chamber and 2 Mitsubishi split A/C units. All activities at the arboretum involving the contractor and employees will emphasize zero impact to the function and daily business operations of the research greenhouses. This acquisition represents a new requirement with a proposed firm fixed price.
