Description
OFFEROR ELIGIBILITY. Only local sources will be considered under this solicitation. Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or, in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specific in this solicitation. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contracts. In addition, prior to award of the contracts, offerors must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform work required under this solicitation. The U.S. Government will not offer quote mark United States Official Contractor quote mark status under Article XIV of the US-Japan Status of Forces Agreement (SOFA) to U.S. contractors normally resident in the United States; nor will the U.S. Government certify employees of such contractors as quote mark Members of the Civilian Component quote mark under Article I(b) of the SOFA. This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation. The U.S. Army Engineer District-Japan is planning to solicit and award an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for Design-Build (D-B) and Design-Bid-Build (D-B-B) construction to support U.S. Government facilities throughout Japan, excluding the prefecture of Hokkaido and Okinawa. The proposed contract will be a competitive firm-fixed-price contract procured in accordance with FAR 15, Negotiated Procurement using the best value tradeoff process. Any solicitations pursued are intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. The purpose of this synopsis is to gain knowledge of the interest, capabilities, and qualifications of various local sources for NAICS 236220, Commercial and Institutional Building Construction. SCOPE OF WORK The scope of work for the resultant contract will primarily be associated with renovation/alteration of existing active facilities, but may also include major repair and new construction. Work may include completion of design prior to construction. This requirement will be performed throughout Japan, excluding the prefecture of Hokkaido and Okinawa. Work may include restoration and/or modernization of water lines, sewer lines, roadways, building exteriors, roofing, building interiors, Heating Ventilation and Air Conditioning (HVAC) systems and components, refrigeration systems, fire suppression systems, fuel pipeline and storage systems, distribution and utilization systems (including lightning), power generators and Uninterrupted Power Supplies (UPS), public address systems, fire alarm systems, and telephone systems. In addition, work may include abatement and disposal of asbestos, lead based paint, and petroleum-contaminated material. The Government is seeking qualified, experienced local sources capable of completing both D-B-B and D-B construction projects. This includes local sources with qualified personnel. Requirements for personnel qualifications are included in the attached draft General Requirements (Division 01). Any resultant contract will be for a period of one (1) base year, and four (4) option years, not to exceed five (5) years. Each contract awarded under the MATOC will share the total contract capacity estimated at 5 billion yen over the five year period. The estimated minimum size of a task order is 2 million yen. The estimated maximum size of a task order is 800 million yen. Companies must have the ability to perform up to five (5) task orders simultaneously. Prior Government contract work is not required for submitting a response under this sources sought synopsis. The North American Industry Classification System code for this procurement is 236220 - Commercial and Institutional Building Construction. Anticipated solicitation issuance date is on or about January 2015, and the estimated proposal due date will be on or about February 2015. The official pre-solicitation notice citing the solicitation number will be issued through Army Single Face to Industry (AFSI) to the Federal Business Opportunities (www.fbo.gov) website inviting companies to register electronically to receive a copy of the solicitation when it is issued.
