- Security Forces Appendix Solicitation Performance Work Statement Protestant Religious Education Coordinator Place of Performance The office stipulated in this Performance Work Statement (PWS) is located at the Dix Chapel, 5240 New Jersey Avenue Joint Base McGuire-Dix-Lakehurst, NJ 08640. The work is within the confines of JB McGuire-Dix-Lakehurst or as directed by the Senior Protestant Chaplain in support of the Protestant Congregations. Scope of Responsibilities Perform as a Protestant Religious Education (RE) Coordinator (PREC) to provide a comprehensive Protestant Religious Education (PRE) program for the entire Joint Base McGuire-Dix-Lakehurst Protestant chapel. Serve as the focal point, advisor, and coordinator for PRE services in accordance with the description/duties identified herein. Anticipate 175-200 children and 70 volunteers. Volunteers may assist in all aspects of the program under the direction of the PREC. Develop and post schedule of office and program hours in coordination with the Senior Protestant Chaplain. The RECworks closely with the Senior Protestant Chaplain and his or her representative in developing the Protestant Religious Education Program. Program hours will be during program meeting times (general Wednesday evenings, and other religious observances). Period of Performance and Work Hours •(a) Services will be performed during the period 25 September 2014 to 24 September 2015 with 2 option years in support of the Joint Base McGuire-Dix-Lakehurst Chapel Program. •(b) This contract anticipates ninety-six (96) hours of service per month including coordination, meetings, consultation, and programs in order to provide the defined services. The contractor may be required to provide services on some Federal Holidays in conjunction with religious observances. •(c) The office hours will be within normal duty hours (0730-1630 Monday through Friday) and on at least three (3) different weekdays. •(d) In the event of inclement weather, contractor will refer to 609-754-BASE and Chapel personnel for base closure information and/or procedures. Description/Duties & Responsibilities 1. Direct a program of religious education in accordance with the guidance set forth by the JB MDL Senior Chaplain and the assigned Senior Protestant Chaplain. A successful program will meet the needs of the Protestant community and meet the goals agreed upon at the annual Protestant planning meeting. 2. Advise the Senior Protestant Chaplain of matters concerning the PRE Program. Based on academic school year (to include holiday breaks) some PRE programs may not meet. These exceptions will be agreed upon and approved by the Senior Protestant Chaplain. 3. Assess needs of the PRE program in conjunction with the Senior Protestant Chaplain using the Doing Global Ministry process or its successors. 4. Develop a specific vision for PRE programs with the Senior Protestant Chaplain annually by 1 May. 5. Work with other respective Religious Education Coordinators (i.e., Catholic) for programs involving other chapel faith groups in accomplishing the goals of the Religious Education program to further enhance the religious education program. 6. Provide and direct regular protestant religious education opportunities for Wednesday evening programs. The program functions from September to June. 7. All curriculums will be approved at least thirty (30) days before teaching. Selection will be made in conjunction with the Senior Protestant Chaplain to meet the goals of the Protestant program. 8. Visit each class at least once each academic quarter. 9. Coordinate classroom, administrative and audio visual support requirements for all PRE volunteers. Ensure all classes are staffed, securing the services of substitute teachers as needed. Recruit all necessary teachers and helpers no later than two (2) weeks prior to the start of classes. 10. Maintain current/potential roster of teachers/staff/substitute volunteer names, addresses, phone numbers, and email addresses. 11. Provide administration support including purchase requests, curriculum coordination, teacher training, facility reservation assistance for all Children Church's and Adult Bible Studies. 12. Adhere to computer security requirements and usage. Use government provided email and computers for all electronic communication. 13. Be present each Wednesday from 1600 to 2130 for Wednesday Night Religious Education programming. 14. Submit necessary facility requests to the Facility Coordinator. 15. During Sunday Children's Church, maintain an adult/student ratio as follows: For infants six (6) weeks to twelve (12) months, have no more than four (4) children per adult. a. For pre-toddler twelve (12) months to twenty-four (24) months, have no more than five (5) children per adult. b. For toddlers, twenty-four (24) months to thirty-six (36) months, have no more than seven (7) children per adult. c. For preschoolers, three (3) years to five (5) years, have no more than twelve (12) children per adult. d. Participate in monthly Protestant Advisory Council meetings as a non-voting member. Provide a report of Religious Education attendance and any issues to the Senior Protestant Chaplain. Participate in the scheduled monthly Faith Group Leaders meeting. 16. Locate and arrange for a suitable replacement if not available for any required service(s). Ensure the replacement can perform subject services as called for in the PWS. The Senior Protestant Chaplain will determine the acceptability of substitute. 17. Recruit volunteer teachers, substitutes, and other necessary staff; train teachers and substitutes; and provide workshops as required. Volunteers must be recruited in time for background checks to be completed. Coordinate volunteers with other Protestant chapel programs to avoid burnout volunteers. 18. Organize at least two (2) volunteer teacher training events each year. One (1) training event will be in the fall and one (1) training event will be in the spring. The fall event will happen at least two (2) weeks prior to the start of class and the spring event will happen at least two (2) weeks prior to the start of the spring semester. 19. Ensure that registrations to include the names of children and volunteers are forwarded to the Senior Protestant Chaplain or designee each semester. 20. Establish and maintain a PRE resource program with a broad and orderly assortment of visual aids, object lessons, multi-media support, and general teaching aids to enhance religious education effectiveness in all areas at the Joint Base McGuire-Dix-Lakehurst Chapels. 21. Publish a yearly calendar of events after review and approval by the Senior Protestant Chaplain. 22. Attend, if funding is available and budgeted, one professional development seminar annually. Seminar or conference will be approved by the Senior Protestant Chaplain prior to registration. 23. Identify and report all instances of suspected child abuse and neglect of children in accordance with Department of Defense and Joint Base McGuire-Dix-Lakehurst policies and procedures. 24. Provide weekly teacher packets for each teacher to include all materials necessary for class activities. 25. Ensure that all volunteers have undergone the criminal background checks. 26. Plan, direct, and implement the annual Protestant Vacation Bible School, or coordinate with Catholic Religious Education Director to do an ecumenical Vacation Bible School, and Senior Protestant Chaplain direction. Plan must be submitted for approval no less than six months prior to the anticipated program date to provide the Senior Protestant Chaplain time to review and approve the plan. 27. Plan, direct, and implement the annual children's Christmas program. Plan must be submitted for approval at no less than 90 days prior to the anticipated program date to provide the Senior Protestant Chaplain time to review and approve the plan. 28. Support planning and execution of Advent and Lenten educational outreach (e.g. seasonal devotional booklets, children's bulletins, etc) to educate families and the entire Protestant community concerning the Christian faith. 29. Plan, direct, and implement the annual Protestant religious education program kick-off celebration. Plan must be submitted for approval no less than three months prior to the anticipated program date to provide the Senior Protestant Chaplain time to review and approve the plan. Celebration will happen within 2 weeks of the start of base schools. 30. Assist with planning for special services such as the Harvest Festival, Christmas Candlelight, Maundy Thursday, Good Friday, and Easter. 31. Comply with the mandatory training required for all contractors and responsible for maintaining training records current. Training includes, but not limited to: Computer security training (Information Assurance/Information Protection), Human Relations Training, and Force Protection Training. Participate in chapel off-site training events, as required. Attend weekly staff meetings. Adhere to computer security requirements and usage. 32. Participate in the preparation of MAJCOM and Wing directed inspections and briefings. 33. Comply with copyright license reporting and copyright license identification procedures. 34. Develop policies pertinent to the PRE program in conjunction with the Senior Protestant Chaplain. Make these policies available upon request. 35. Submit after-action reports as required for each special program and for each semester of regular activities. 36. Draft publicity materials for Chapel PRE program in a timely manner. Materials will be submitted to the Senior Protestant Chaplain at least three duty days prior to deadlines for publication, submission, etc. Technical Qualifications The contractor must have: •a. Three (3) years' work experience teaching, coordinating or directing a PRE program in a chapel/church setting within the past 10 years either volunteer or paid and a proficiency using Microsoft Office programs. Offerors will be required to submit at least two references.
