- Description
- EPP with Determination & Finding for Contract Awarded or Modified in support of Activities and Programs related to the Prevention, Care, and Treatment of HIV/AIDS. This is a request to approve modification of Contract No. AID-617-C-13-00005: Uganda Private Health Support (PHS) to increase the Statement of Work (SOW) and Total Estimated Cost (TEC) by $4,900,000 from $18,649,973 to $23,549,973. This modification will provide for the continuation of necessary HIV/AIDS care, treatment and support services previously delivered through the Inter-Religious Council of Uganda (IRCU). IRCU delivered these services through 56 private-not-for-profit (PNFP) facilities, 19 of which are health facilities offering HIV/AIDS prevention, care and treatment services while the other 37 facilities are community based organizations offering care and support services to orphans and other vulnerable children (OVC) and their immediate families. PHS is a five-year project (June 13, 2013 to June 12, 2018), implemented by Cardno Emerging Markets USA Ltd (Cardno). It is a comprehensive program, addressing HIV/AIDS prevention, care and treatment including support to OVC. Intermediate Result 1 of this program seeks to support the private sector to expand tuberculosis, malaria, maternal and child health, nutrition, and HIV/AIDS services including counseling and testing, antiretroviral therapy, care, OVC support, sexually transmitted infections as well as family planning and reproductive health services. The expanded SOW will cover one year of increased coverage of OVC services to an additional 37 sites in 24 districts, of which 12 districts already fall within the current project coverage. Similarly, HIV/AIDS prevention, care and treatment services will expand to an additional 19 private-not-for-profit sites in 16 districts, 10 of which fall within the current PHS geographical scope. As documented herein, this action is authorized under the USAID Action Memorandum for Expedited Acquisition and Assistance Procedures for USAID's Activities and Programs Related to the Prevention, Care, and Treatment of HIV/AIDS. The Determination & Findings statutory authority is based on AIDAR 706.302-70(b)(3)(ii).
