Description
The Defense Threat Reduction Agency (DTRA) conducts a broad spectrum of specialized research, test and development in weapons effects testing and other programs. Support is required to provide instrumentation and testing services to support chemical, biological, radiological, nuclear, conventional high explosive (CBRNE) agency test events. Support includes all aspects of planning, execution, maintenance, managing, fabrication, modifying, transporting, deploying & fielding of the instrumentation necessary to collect, analyze and document test results using DTRA equipment and other specialized test support items. Testing locations include: o Kirtland Air Force Base (KAFB), NM, o White Sands Missile Range (WSMR), NM o Nevada National Security Site (NNSS), NV o Dugway Proving Ground (DPG), UT o Eglin AFB (EAFB), FL o Other locations world-wide as required. Testing environments are often in remote locations and compliance with all OSHA and test range safety standards is required. DTRA testing programs may include the use of personal protection equipment (PPE), respiratory protection, fall protection, and underground & confined space operations. Specialized test items for test support and test data collection include: o Instrumentation equipment o Calibration & repair equipment o Communications equipment o Microwave transceiver equipment o Construction equipment o Power generators o Digital high speed and high definition photography equipment o Instrumentation vans & trailers o Mobile laboratory o Decontamination equipment o Apparatus for performing CBRNE simulation tests o Timing and Firing Systems Data collection activities include: fielding wireless/fiber optic cable/hardwire communications systems and DAS monitoring; trenching for cabling and connecting to recording systems, and developing cable operations plan; fielding optical data acquisition systems; configuring, operating and maintaining chem/bio equipment; developing standard operating procedures (SOP) for chem/bio related equipment; monitoring instrumentation readiness and ensuring necessary change recommendations; ensuring the instrumentation, photography and diagnostic plans meet customer test measurement requirements; operating and maintaining high-speed and high definition data and video recording, display, transmitting, monitoring, editing, and reproduction equipment; developing, testing, implementing, modifying, and maintaining software/firmware/hardware using programming languages compatible with existing machines, operating systems. Research and development support will include design reviews, investigating state of the art and emerging/developmental measurement systems, explosive charge diagnostics, analyses of measurements, and research, development and fabrication of instrumentation equipment to fill voids in testing equipment technology. Measurement methods to be developed may include: Weapon case expansion rate; Fireball thermal energy; test structure temperature characterization; Weapon entry time using eye-safe lasers; Weapon proximity in high-debris fields using magnetic sensors; Crater size using real-time cm-wave methods; Imaging detonation fragments using flash X-ray approaches; Particle dissemination velocity (spatial and temporal), sizing and distribution; Chemical and Biological agent-simulant concentration characterization (spatial and temporal). Contractors interested in this requirement are requested to submit a Statement of Capability demonstrating their ability to fulfill the above requirements. Submit Statement of Capability electronically to rudy.chavez@dtra.mil no later than 29 Sep 2014 by 4:00 PM, Mountain Time (negative responses are not required). Statements of Capability are limited to a total of eight (8) pages. Text is limited to 12pt, single space with 1" margins top and bottom, and left and right.
