Description

NOTICE OF INTENT TO SOLE SOURCE The Government intends to make a sole source award to Armstrong Cable Services for Cable Television Services at Huntington VA Medical Center located at 1540 Spring Valley Dr. Huntington, WV 25704. This notice is informational only and is neither a request for quote nor a solicitation for proposals. Responses received may be evaluated; however, a determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. Any response to this notice must contain detailed information and must show clear and convincing evidence not-later-than 3:00 pm CST on September 19, 2014 that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates the ability to meet the agency's needs. Information must be sent to katrina.cruz@va.gov. Armstrong Cable Service is currently providing cable service for Huntington VAMC. Armstrong Cable currently provides twenty-four (24) hour/three hundred sixty-five (365) days a year cable services for one hundred thirty-three (133) televisions and one (1) Cable modem at Huntington VAMC. These services include all labor, materials, equipment, quality control, transportation expenses and supervision. Additionally coax cable has already been installed throughout the Huntington VAMC. Substantial duplication of cost to the Government is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirement would occur. Under the authority FAR Part 6.302-1(2), the procurement of items through other than full and open competition is allowed; applicable when "only one source is capable of responding due to the unique or specialized nature of the work." Armstrong Cable Services is the only known local source available to satisfy this current need.
